The State Council approved the establishment of the China (Hangzhou) Cross-Border E-commerce Comprehensive Pilot Zone. It approved the establishment of comprehensive pilot zones in 34 cities including Tianjin and Beijing successively in January 2016 and July 2018.

At the plenary meeting of the PLA delegation to the 3rd Session of the 12th NPC, Xi Jinping urged efforts to upgrade the integrated military-civilian development to a national strategy. On August 11, 2018, the CPC Central Committee issued the Outline of the Military-Civilian Integration Strategy.

The CPC Central Committee and the State Council issued the Opinions on Deepening Institutional Reform and Accelerating the Implementation of the Innovation-Driven Development Strategy. On January 18, 2016, the CPC Central Committee and the State Council issued the Outline of the National Strategy for Innovation-Driven Development.

The Fugitive Repatriation and Asset Recovery Office of the CPC Central Anti-Corruption Coordination Group initiated the “Skynet” operation against corrupt fugitives. On April 22, the Interpol National Central Bureau in China issued the “red notice” for 100 state functionaries who had fled abroad on suspicion of crimes and those involved in major corruption cases. By September 2019, 60 of China's top 100 fugitives listed on the “red notice” had been arrested.

Authorized by the State Council, the National Development and Reform Commission, the Ministry of Foreign Affairs and the Ministry of Commerce jointly issued the Vision and Action on Jointly Building the Silk Road Economic Belt and the 21st Century Maritime Silk Road.

The Chinese guided-missile frigates Linyi of the Chinese naval escort task force evacuated the first batch of 122 Chinese citizens from the port of Aden, Yemen while carrying out escort missions at the Gulf of Aden and in waters off the Somali coast. By April 7, a total of 613 Chinese citizens had been evacuated from Yemen, and 279 foreign citizens from 15 countries were assisted in the safe evacuation.

China's first pilot nuclear power project using Hualong-1 technology, a domestically developed third-generation reactor design with full independent intellectual property rights, was officially settled and constructed in the Fuqing Nuclear Power Plant.

The State Council issued the Made-in-China 2025 strategy, proposing the “Three-Step” development strategy to build China into a strong manufacturing nation.

The State Council issued the Opinions on Policies and Measures for Vigorously Promoting Mass Entrepreneurship and Innovation and decided to hold the National Mass Entrepreneurship and Innovation Week every year from 2015. In 2016 and 2017, the General Office of the State Council designated two batches of 120 demonstration bases for mass entrepreneurship and innovation.

The 15th Session of the 12th NPC Standing Committee adopted the National Security Law of the People's Republic of China.
On the same day, the State Council issued the Guiding Opinions on Actively Promoting the “Internet Plus” Actions.

Xi Jinping pointed out at a conference on the Party's work of mass organizations that determined efforts must be made to rectify four forms of undesirable work style—formalities for formalities' sake, bureaucratism, hedonism and extravagance so as to maintain and enhance the political, pioneering and people-oriented nature of the Party's work of mass organizations.

Beijing won the bid to host the 24th Winter Olympic Games at the 128th International Olympic Committee (IOC) Session in Kuala Lumpur, Malaysia.

The People's Bank of China decided to reform and improve the quotation mechanism for the RMB/USD central parity rate, specifying that the central parity quotation should be based on the previous day's closing price. The RMB/USD central parity rate formation mechanism of “the closing price plus exchange rate changes among a basket of currencies” was established in February 2016.
August 24
Xi Jinping, at the 6th Central Tibet Work Forum, pointed out that China must stick to the strategic thinking of giving priority to border areas in state governance and stabilizing Tibet first in border governance, uphold the important principles of governing Tibet in accordance with the law, ensuring its people prosper and Tibet flourishes, developing Tibet with long-terms efforts, and rallying people's support and consolidating the foundation of Tibet and continue to enhance the people of all ethnic groups' recognition of the great motherland, the Chinese nation, the Chinese culture, the Communist Party of China and the socialism with Chinese characteristics.
On the same day, the CPC Central Committee and the State Council issued the Guiding Opinions on Deepening the Reform of State-owned Enterprises.
August 30
The General Office of the CPC Central Committee and the General Office of the State Council issued the Environmental Monitoring Program (For Trial Implementation), officially establishing the central eco-environmental monitoring network. The Regulations on Central Eco-Environment Monitoring came into force on June 6, 2019.
September 3
An assembly and a military parade were held to commemorate the 70th anniversary of the victory of the Chinese People's War of Resistance against Japanese Aggression and the World Anti-Fascist War. Xi Jinping reviewed the troops and delivered a speech, announcing that China would cut troop numbers by 300,000.
October 9
A lighting ceremony was held for the Huayang Lighthouse and the Chigua Lighthouse on the Huayang Reef of the Nansha Islands in the South China Sea, which filled the gap of civil navigation facilities and aids in China's Nansha Waters. After that, the Zhubi Lighthouse, the Yongshu Lighthouse and the Meiji Lighthouse were built and put into use one after another, safeguarding China's sovereignty and maritime rights and interests in the South China Sea.

The CPC Central Committee issued the Code of Integrity and Self-Discipline of the Communist Party of China and Regulations on Disciplinary Actions of the Communist Party of China. The CPC Central Committee issued the revised Regulations on Disciplinary Actions of the Communist Party of China on August 18, 2018.

The State Council issued the Overall Plan for Coordinately Advancing the Construction of World First-Class Universities and First-Class Disciplines.
October 29
The 5th Plenary Session of the 18th CPC Central Committee adopted the Proposal on Formulating the 13th Five-Year Plan for National Economic and Social Development. On the same day, at the second plenary meeting of the Session, Xi Jinping expounded on the new concept of development, stressing that innovative, coordinated, green, open and shared development was a profound change that related to China's overall development. On March 16, 2016, the 4th Session of the 12th NPC approved the Outline for the 13th Five-Year Plan for National Economic and Social Development of the People's Republic of China.
November 7
Xi Jinping, general secretary of the CPC Central Committee and president of the PRC, met the Taiwan leader Ma Ying-jeou in Singapore, exchanging views with him on further promoting the peaceful development of the cross-Straits relations. The meeting was the first between leaders of the two sides across the Taiwan Straits since 1949, creating a precedent of direct dialogue across the Straits.

The Central Military Commission issued the Plan for Implementing Reform in the PLA Leadership and Command System. From February 29, 2016, the new command system was applied throughout the PLA.
November 24
Xi Jinping delivered a speech at the Central Military Commission Reform Work Conference, pointing out that the strategy of strengthening the military through reform should be fully implemented and the road of strengthening the military with Chinese characteristics should be followed unswervingly. On November 28, the Central Military Commission issued the Opinions on Deepening National Defense and Military Reform. The Opinions pointed out that the principles that the Central Military Commission should be responsible for the overall force management, the theater commands for operations, and the services for force-building should be firmly grasped, and reforms of the leadership and management system and the joint operations command system should be taken as the focus, so as to coordinate the development and reforms of scale and structure, policies and systems and the military-civilian integration.

The Agreement on Trade in Services for the Mainland and Hong Kong Closer Economic Partnership Arrangement and the Agreement on Trade in Services for the Mainland and Macao Closer Economic Partnership Arrangement were separately signed in Hong Kong and Macao, service trade liberalization between the Chinese mainland and Hong Kong and between the Chinese mainland and Macao was thus basically achieved.

The 19th meeting of the Central Leading Group for Comprehensively Deepening Reform approved the Program for the Sanjiangyuan National Park Pilot System, and afterwards the CPC Central Committee approved the Giant Panda National Park, the Northeast Tiger and Amur Leopard National Park, the Hainan Tropical Rain Forest National Park and other pilot national parks successively.

At the Central Economic Work Conference, Xi Jinping stressed that advancing supply-side structural reform was a major innovation to adapt to and lead the new normal of economic development. A general approach of ensuring stable macro policies, targeted industrial policies, flexible micro policies, practical reform policies and fundamental social policies should be adopted; the supply-side structural reform should be strengthened; efforts should be devoted to cutting overcapacity, destocking, deleveraging, reducing costs and strengthening areas of weakness while moderately expanding aggregate demand so as to improve the social productive forces of China in an all-round way.

Xi Jinping delivered a speech at the Central Urban Work Conference, pointing out that cities should be people-centered, and it was imperative to follow the laws underlying city development, work on overall planning, make breakthroughs in key areas, and improve the sustainability and livability of cities. On December 24, the CPC Central Committee and the State Council issued the Guidelines on Deepening the Reform of the Urban Law Enforcement System and Improving Urban Management. On February 6, 2016, the CPC Central Committee and the State Council issued the Opinions on Further Strengthening the Management of Urban Planning and Construction.

The CPC Central Committee issued the Opinions on Establishing and Improving the CPC and National Medals and Honorary Titles Awarding System.
On the same day, the Asian Infrastructure Investment Bank (AIIB) was formally established. By July 2019, the membership of AIIB had grown from 57 to 100.

Xi Jinping conferred the military flag and issued instructions to the PLA Ground Force, PLA Rocket Force and PLA Strategic Support Force. After that, he conferred the flag and issued an order to the Eastern Theater Command, Southern Theater Command, Western Theater Command, Northern Theater Command and Central Theater Command. Later he conferred the military flag and issued instructions to the Wu han Joint Logistic Support Base and the Joint Logistic Support Centers in Wuxi, Guilin, Xining, Shenyang and Zhengzhou. Xi Jinping met with the principal officers of 84 newly adjusted military units and issued orders. He also conferred the military flag and issued instructions to the Academy of Military Sciences PLA China, National Defense University of People's Liberation Army, National University of Defense Technology, People's Armed Police as well as China National Comprehensive Fire and Rescue Team.
