The CPC Central Committee and the State Council issued the Decision on Implementing the Outline of Science and Technology Planning to Strengthen the Independent Innovation Capability, calling for efforts to strengthen the independent innovation capability and develop China into an innovative nation.

January 31

The State Council issued the Several Opinions on Solving the Issues Concerning Migrant Workers, pointing out the need to gradually build a unified labor market for both rural and urban workers and an employment system with fair competition, a system of policies and a law enforcement supervision mechanism for safeguarding the legitimate rights and interests of migrant workers and systems and regulations for public service in both rural and urban areas that benefit all migrant workers. On September 12, 2014, the State Council issued the Opinions on Further Improving the Work on Providing Services for Migrant Workers, which laid down plans for further improving the work on providing migrant workers with services under the new situation, taking effective measures to tackle prominent matters that confront migrant workers, and pushing forward the urbanization of migrant workers in an orderly way.

The CPC Central Committee issued the Opinions on Strengthening the Work of the CPPCC.

March 4

Hu Jintao delivered a speech at a joint discussion with members from the China Democratic League and the China Association for Promoting Democracy of the 4th Session of the 10th CPPCC National Committee and put forward the socialist concept of honor and disgrace.

April 15

The CPC Central Committee and the State Council issued the Several Opinions on Promoting the Rising of the Central Region of China.

On the same day, the Taiwan Affairs Office of the CPC Central Committee was authorized to announce and make public 15 policies and measures to be taken by the Chinese mainland to promote cross-Straits exchanges and cooperation and benefit Taiwan compatriots.

July 10

At a national united front work conference, Hu Jintao stated that the relations between political parties, between ethnic groups, between religions, between social strata and between compatriots at home and abroad were essential relations which had an overall bearing on the work of the Party and the country in the political and social fields, and which required the united front to comprehensively understand and correctly handle.

October 11

The 6th Plenary Session of the 16th CPC Central Committee adopted the Decision on Several Major Issues of Building a Harmonious Socialist Society. The Decision stipulated that social harmony was the essence of socialism with Chinese characteristics and emphasized that it was imperative to build a harmonious socialist society in accordance with the general requirements for democracy and the rule of law, equity and justice, honesty and fraternity, vigor and vitality, stability and order, and harmony between man and nature, so as to promote the coordinated development of social and economic, political and cultural construction.

The Beijing Summit of the Forum on China-Africa Cooperation was convened, at which the Declaration of the Forum on China-Africa Cooperation and the Beijing Action Plan of the Forum on China-Africa Cooperation (2007–2009) were adopted.
