The State Council issued the Outline for Promoting Law-Based Administration in an All-round Way.

Hu Jintao, during his meeting with all delegates at the conference on the work of the CPC Central Committee on the implementation of the Marxism Theoretical Research and Construction Project, pointed out that the implementation of the Marxism Theoretical Research and Construction Project was a strategic task vital for the development of the Party and the country and a major measure for enhancing the theoretical development of the Party.

July 7

An executive meeting of the State Council adopted the Regulations on Religious Affairs. The Revised Regulations on Religious Affairs was adopted at an executive meeting of the State Council on June 14, 2017.

July 28

The Yellow River Station, China’s first Arctic scientific research station, was completed and put into operation in Ny Alesund on the Spitsbergen Islands, Norway. China officially became an Observer State of the Arctic Council on May 15, 2013.

August 22

A conference commemorating the 100th anniversary of Deng Xiaoping’s birth was held. Hu Jintao addressed the conference and spoke highly of Deng Xiaoping’s indelible contribution to national independence and people’s liberation, and to national prosperity and people’s happiness. He highlighted that Deng Xiaoping Theory and the Important Theory of Three Represents were the great banners guiding China to move forward.

September 16–19

The 4th Plenary Session of the 16th CPC Central Committee was held. It adopted the Decision on Strengthening the Party’s Governing Ability, approved Jiang Zemin’s resignation as chairman of the CPC Central Military Commission and appointed Hu Jintao as chairman of the CPC Central Military Commission.

November 7

The CPC Central Committee issued the Opinions on Launching an Educational Campaign to Maintain CPC Members’ Vanguard Role with a Focus on the Practice of the Important Theory of Three Represents. The campaign was held from January, 2005 to June, 2006. 

November 8

The General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Further Strengthening Internet Management.

December 24

At an enlarged meeting of the Central Military Commission, Hu Jintao put forward the historical missions of the PLA in the new century and in the new stage of development. The missions were to provide essential power for the Party to consolidate its ruling status, to provide strong security guarantees for safeguarding the important strategic opportunities for national development, to provide powerful strategic support for protecting national interests, and to play a significant role in maintaining world peace and promoting common development.
