Due to the huge changes in Libya, the Chinese government organized ships and planes by groups for the safe and orderly evacuation of 35,860 Chinese citizens in the country (including compatriots from Hong Kong, Macao and Taiwan). This was the largest organized evacuation of overseas Chinese nationals since the founding of the PRC.

The 19th Session of the 11th NPC Standing Committee adopted the Intangible Cultural Heritage Law of the People’s Republic of China.

February 26

The General Office of the State Council unveiled the Circular on Actively and Prudently Promoting the Reform of the Household Registration Management System. It announced the loosening of restrictions on household registration in towns and small and medium cities as well as efforts to guide the orderly transfer of the populations working in non-agricultural industries and in rural areas to towns and small and medium cities and to gradually achieve equality of basic public services in urban and rural areas.

March 14

The report on the work of the NPC Standing Committee approved at the 4th Session of the 11th NPC, announced the formation of a socialist legal system with Chinese characteristics, which would be rooted in the Constitution, take constitutional laws, civil laws and commercial laws as the mainstay, and comprise legal norms at all levels including laws, administrative regulations and local regulations.

The CPC Central Committee and the State Council issued the Outline for Development-Oriented Poverty Alleviation for China’s Rural Areas (2011–2020).

June 8

The General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Further Promoting Transparent Governance and Enhancing Government Services.

July 1

At the celebration marking the 90th anniversary of the CPC, Hu Jintao stated that after 90 years of struggle, creation and experience, the Party and the people must cherish, pesist in and carry forward the following great achievements: the forging of the road of socialism with Chinese characteristics, the establishment of the system of theories of socialism with Chinese characteristics and the building of the socialist system with Chinese characteristics.

July 5

The CPC Central Committee and the State Council issued the Opinions on Strengthening and Innovating Social Management.

October 18

The 6th Plenary Session of the 17th CPC Central Committee adopted the Opinions on Several Major Issues on Deepening Cultural Reforms to Promote the Development and Prosperity of the Culture of Socialism.
