January 14–18

The 9th Plenary Session of the 8th CPC Central Committee was held. The Session adopted the principle of “adjustment, consolidation, filling in gaps and raising standards” for the national economy, and the country’s economy started to follow a course of adjustment. Mao Zedong addressed the Plenary Session and the CPC Central Committee’s preparatory work conference, calling on the whole Party to conduct surveys and studies in full swing. After that, leaders of the Party Central Committee visited communities in succession to conduct surveys and studies.


March 15–23

The Work Conference of the CPC Central Committee was convened in Guangzhou. The meeting discussed and adopted the Regulations on the Work of Rural People’s Communes (Draft) (Sixty Articles for Agriculture) to adjust the rural policies. After that, policies in industry, commerce, handicrafts, science, education and literature and art were adjusted as well, and regulations were drawn up one after another.


April 9

The CPC Central Committee transmitted the Report on Adjusting Rural Labor Forces, and Streamlining and Sending Workers to Countryside drafted by the central five-man group for streamlining administration and managing labor forces. By June 1963, the staff of employees was cut down by 18.87 million across the country, and 26 million urban residents were resettled.
