April 4 

   The 3rd Session of the 7th NPC adopted the Basic Law of the Hong Kong Special Administrative Region of the People’s Republic of China, the Decision of the National People’s Congress on the Basic Law of the Hong Kong Special Administrative Region of the People’s Republic of China and the Decision of the National People’s Congress on the Establishment of the Hong Kong Special Administrative Region.


April 12

   The Standing Committee of the Political Bureau of the CPC Central Committee passed the Plan for developing and opening Shanghai’s Pudong New Area, submitted by the State Council. The Area was China’s first state-level new area, and afterwards, other new areas as the Tianjin’s Binhai New Area and the Chongqing’s Liangjiang New Area were successively approved to be established. By the end of 2018, China had set up 19 state-level new areas.


April

   The Chinese government dispatched five military observers to the UN Truce Supervision Organization, which unveiled China’s participation in UN peacekeeping operations. In April 1992, the Chinese government dispatched a group of 400 military engineers to the UN Transitional Authority in Cambodia—the first time China sent an organic military group on a peacekeeping mission.


July 

   The CPC Central Committee and the State Council decided to carry out the government special allowance system, granting experts, scholars and technical personnels who made prominent contributions the special government allowance.


September 1

   Chinese mainland’s first expressway—Shenyang-Dalian Expressway was opened to traffic. By the end of 2018, the total length of Chinese highways had surpassed 140,000 kilometers.


September 22–October 7

   The 11th Asian Games was held in Beijing. It was the first comprehensive international sports competition held in China.


November 26

   The Shanghai Stock Exchange, the first stock exchange in the Chinese mainland since the founding of the PRC, was established. On December 19, the Shanghai Stock Exchange was officially opened to the public. Afterwards, on July 3, 1991, the Shenzhen Stock Exchange was officially opened.


December 1

   At a military work conference of the whole army, Jiang Zemin put forward the general requirement for military construction —“building a politically qualified and militarily competent army with a fine work style, strict discipline and adequate logistics support.”
