   Deng Xiaoping gave his endorsement to the recommendations concerning research to keep pace with foreign strategic high technology development proposed by four leading scientists—Wang Daheng, Wang Ganchang, Yang Jiachi, and Chen Fangyun. On November 18, the CPC Central Committee and the State Council distributed the National High-Tech R&D Program, which was also called “Program 863” in accordance with the year and month it was firstly endorsed by Deng Xiaoping.

April 12

   The 4th Session of the 6th NPC adopted the General Principles of the Civil Law of the People’s Republic of China, the Law of the People’s Republic of China on Compulsory Education and the Law of the People’s Republic of China on Foreign-Capital Enterprises.

July 8

   China’s domestic satellite communication network was completed.

July 12

   The State Council released the Provisional Regulations for State-owned Enterprises to Implement the Labor Contract System, the Provisional Regulations for State-owned Enterprises to Recruit Workers, the Provisional Regulations on Dismissal of Workers Violating Labor Discipline in State-owned Enterprises and the Regulations on Unemployment Insurance for Workers of State-owned Enterprises. This marked a major reform of China’s labor system.

August 10

    The PLA’s General Staff Headquarters, General Political Department and General Logistics Department issued notices that the reserve force was to be formally incorporated into the PLA’s organizational system sequence.

September 28

   The Resolution on Guiding Principles for Building a Socialist Society with an Advanced Culture and Ideology was adopted at the 6th Plenary Session of the 12th CPC Central Committee, which elaborated on the strategic position and the fundamental task of and the basic guideline for the construction of a socialist society with an advanced culture and ideology.

December 2

   The 18th Session of the 6th NPC Standing Committee passed the Enterprise Bankruptcy Law of the People’s Republic of China (For Trial Implementation). And on August 27, 2006, the Enterprise Bankruptcy Law of the People’s Republic of China was adopted at the 23rd Session of the Standing Committee of the 10th NPC.

December 5

   The State Council issued the Provisions on Deepening the Enterprises Reform and Enhancing the Vitality of Enterprises.

December 30

   During the talk with other leading members of the CPC Central Committee, Deng Xiaoping pointed out that it was essential to adhere firmly to the Four Cardinal Principles and take a firm and clear-cut stand against bourgeois liberalization. On January 28, 1987, the CPC Central Committee issued the Circular on Several Current Issues of Opposition to BourgeoisLiberalization.
