The 7th Session of the 11th NPC Standing Committee adopted the Food Safety Law of the People’s Republic of China.

March 17

The CPC Central Committee and the State Council issued the Opinions on Deepening the Reform of the Medical and Health Care System, pointing out that the principle of “separating government administration from medical institutions, separating management from operations, separating medical care from pharmaceuticals, and separating profit from nonprofit operations” was to be implemented in order to establish a basic medical and health care system covering both rural and urban residents.

June 16

Hu Jintao attended the first BRICs (China, Russia, Brazil, and India) Summit held in Yekaterinburg, Russia and delivered a speech. In December, 2010, South Africa joined the BRICs cooperation mechanism as a member country and from then on, BRIC was officially renamed BRICS.

June 30

The Taiwan government loosened restrictions on investing mainland capital in Taiwan. On August 31, regular cross-Straits flights were officially opened. By this point, the Chinese mainland and Taiwan had fully established the direct and two-way links of mail, transport and trade.

July 22

A meeting of the Standing Committee of the State Council adopted the Plan for Revitalizing the Cultural Industry, another plan for revitalizing key industries after the issuing of 10 such plans in steel, automobile, textile and other industries, indicating that the cultural industry had been elevated to become an industry of national strategic importance.

September 1

The State Council issued the Guiding Opinions on Launching the Pilot Program of Social Pension for a New Countryside. The State Council issued the Guiding Opinions on Launching the Pilot Program of Social Pension for Urban Residents on June 7, 2011.As of July 1, 2012, China had basically achieved full coverage of its social Pension.

September 18

The 4th Plenary Session of the 17th CPC Central Committee adopted the Decision on Several Major Issues Concerning Strengthening and Improving Party Building in the New Situation.

October 1

A ceremony for celebrating the 60th anniversary of the founding of the PRC attended by people from all walks of life in Beijing, accompanied by military parade and mass parade, was held. Hu Jintao inspected the troops and delivered a speech.

December 31

The State Council issued the Several Opinions on Promoting the Construction and Development of Hainan International Tourism Island. It approved the Construction Plan for Pingtan International Tourism Island on August 8, 2016.
