Jiang Zemin chaired a forum in Xi’an on the reform and development of state-owned enterprises, in which he pointed out that the western-region development program was a grand strategic task for national revitalization. On October 26, 2000, the State Council issued the Circular on Certain Policies and Measures for Implementing the Western-Region Development Program.
August 20
The CPC Central Committee and the State Council adopted the Decisions on Promoting Technological Innovation, Developing High Technology and Realizing Industrialization. From August 23 to 26, the CPC Central Committee and the State Council convened the National Conference on Technological Innovation.
September 22
The 4th Plenary Session of the 15th CPC Central Committee adopted the Decision on Certain Major Issues Concerning the Reform and Development of State-owned Enterprises.
October 1
The 50th anniversary of the founding of the People’s Republic of China was celebrated with ceremonial events including military parade and mass parade in Beijing. Jiang Zemin reviewed the troops and delivered a speech.
Midnight December 19–Early Morning，December 20
The Chinese and Portuguese governments held a ceremony for the handover of Macao and declared China’s resumption of its exercise of sovereignty over Macao. The Macao Special Administrative Region (MSAR) of the People’s Republic of China was officially established. Following the handover ceremony, the ceremony for the establishment of the MSAR of the PRC and the swearing-in for MSAR officials was held. The PLA Macao Garrison performed their defense duties there beginning at 0:00 on December 20, 1999.
