In compliance with Mao Zedong’s suggestion, Zhou Enlai presided over the meeting of the Political Bureau of the CPC Central Committee. The meeting decided that Deng Xiaoping would officially participate in the work of the business group of the State Council, and would be involved in foreign affairs as vice-premier of the State Council. On December 22, the CPC Central Committee issued a circular, announcing that Deng Xiaoping would take part in the work of leadership of the CPC Central Committee and Central Military Commission.

China manufactured on a trial basis its first integrated circuit computer that could execute a million instructions per second, according to the Xinhua News Agency.

The 1st Plenary Session of the 10th CPC Central Committee elected Mao Zedong chairman, Zhou Enlai, Wang Hongwen, Kang Sheng, Ye Jianying and Li Desheng vice-chairmen of the CPC Central Committee.

Yuan Longping, in cooperation with others from the crossbreeding rice research team successfully cultivated the hybrid rice species with significant advantage, the first in the world.
