   Jiang Zemin delivered a speech entitled “Continue to Strive for the Realization of the Great Cause of the Reunification of the Motherland” in which eight proposals were made concerning developing the cross-Straits relations and promoting peaceful national reunification at the present stage.

February 9

   The CPC Central Committee formulated the Provisional Regulations on the Selection and Appointment of Party and Government Officials. The Regulations on the Selection and Appointment of Party and Government Officials revised on the basis of the Provisional Regulations was issued on July 9, 2002. The revised Regulations on the Selection and Appointment of Party and Government Officials was issued on January 14, 2014 and was put into effect on March 3, 2019.

March 18

   The 3rd Session of the 8th NPC adopted the Education Law of the People’s Republic of China.

May 6

   The CPC Central Committee and the State Council adopted the Decision on Accelerating Progress in Science and Technology, which decided to implement the strategy for invigorating China through science and education. 

September 28

   The 5th Plenary Session of the 14th CPC Central Committee adopted the Proposal for Formulating the Ninth Five-Year Plan and the Long-Range Objectives through the Year 2010 for National Economic and Social Development. It proposed the implementation of two fundamental transformations of overall significance, namely, the transformation of the economic system from the old planned economy into the socialist market economy, and the transformation of the mode of economic growth from an extensive one to an intensive one. On the same day, Jiang Zemin addressed the Session and elaborated on 12 major relationships in socialist modernization, including the need to correctly balance reform, development and stability. On March 17, 1996, the 4th Session of the 8th NPC adopted The  Ninth Five-Year Plan and the Long-Range Objectives through the Year 2010 for National Economic and Social Development of the People’s Republic of China.

November 29

   Gyaltsen Norbu was confirmed as the reincarnated soul of the 10th Panchen Lama through lot-drawing from the Golden Urn. The State Council issued a special approval recognizing his succession as the 11th Panchen Erdeni.

This Year

   China’s gross domestic product (GDP) reached 6.134 trillion yuan, achieving the target of quadrupling the GDP of 1980 by the end of 2000 five years ahead of schedule. In 1997, the target of quadrupling per capita GDP was achieved ahead of schedule.
