January 3

The CPC Central Committee issued the Implementation Outline for Building and Improving the System to Punish and Prevent Corruption with Equal Stresses on Education, System and Supervision.

 

February 18

The CPC Central Committee issued the Opinions on Further Strengthening the Building of the System of Multiparty Cooperation and Political Consultation under the Leadership of the CPC.

 

February 19

The State Council issued the Several Opinions of the State Council on Encouraging, Supporting and Guiding the Development of Individual and Private Economy and Other Non-Public Sectors of the Economy, putting forward 36 policies and measures, including expanding market access for the non-public sectors of the economy and giving more fiscal, tax and financial support to the non-public sectors of the economy.

 

March 5–14

The 3rd Session of the 10th NPC was convened. The Session adopted the Anti-Secession Law, which expressly declared that the state should never allow “Taiwan independence” secessionist forces to make Taiwan secede from China under any name or by any means. The Session also elected Hu Jintao chairman of the PRC Central Military Commission.

 

April 27

The 15th Session of the 10th NPC Standing Committee adopted the Civil Servant Law of the People’s Republic of China. On December 29, 2018, the 7th Session of the 13th NPC Standing Committee adopted the revised Civil Servant Law of the People’s Republic of China.

 

April 29

Hu Jintao, general secretary of the CPC Central Committee, held an official meeting with Chinese Kuomintang chairman Lien Chan. After the meeting, both parties released the Common Vision of Peaceful Development across the Taiwan Straits. This was the first meeting between the top leaders of the two parties in 60 years.

 

May 31

The CPC Central Committee and the State Council adopted the Decisions on Further Strengthening the Ethnic Work and Accelerating the Economic and Social Development of Ethnic Minority Areas and Ethnic Autonomous Areas

 

July 21

With the approval of the State Council, the People’s Bank of China announced that from that day on, the country began to implement a managed floating exchange rate regime based on market supply and demand with reference to a basket of currencies, which increased the flexibility of the RMB exchange rate.

 

December 23

The CPC Central Committee and the State Council issued the Several Opinions on Deepening the Cultural System Reform.

 

December 29

The 19th Session of the 10th NPC Standing Committee decided that the Regulations of the People’s Republic of China on Agricultural Tax adopted by the NPC on June 3, 1958 was to be abolished on and after January 1, 2006. Thereafter, China’s agricultural tax that had lasted for over 2,000 years became a thing of the past.

 

December 31

The CPC Central Committee and the State Council issued the Several Opinions on Further Advancing the Building of a Socialist New Countryside, pointing out that the Party should coordinate and promote economic, political, cultural and social development and Party building according to the requirements of advanced production, well-off life, civilized etiquette, clean environment, and democratic management.
