A seminar on cutting taxes and fees is held. Li Keqiang presides the meeting and delivers a speech. Cutting taxes and fees promotes the development and growth of market players and nourishes tax sources.

The General Office of the CPC Central Committee, the General Office of the State Council and the General Office of the Central Military Commission issue the Guidelines on Strengthening the Commemoration of and Praise for Martyrs in the New Era, proposing to solve the conflicts and problems that restrict the innovative development of the commemoration of and praise for martyrs.

The General Office of the CPC Central Committee issues the Guidelines on Strengthening the Culture of Integrity in the New Era. In 2022, it also issues documents including the Provisional Guidelines on Establishing a Headmaster Responsibility System under the Leadership of Party Organizations of Primary and Secondary Schools, the Guidelines on Strengthening the Party among Retirees in the New Era, the Regulations on the Management of the Spouses, Children and Their Spouses of Leading Officials Running Businesses and the Rules on the Work of Agencies Stationed by Commissions for Discipline Inspection and Supervisory Bodies.

A study session on the guiding principles from the Sixth Plenary Session of the 19th CPC Central Committee is held for principal officials at the provincial and ministerial level. At the event, Xi Jinping stresses that, “We should further review, study and disseminate Party history, better draw on the experience of our Party over the past hundred years, and carry forward the great founding spirit of our Party. We should increase confidence in our history, enhance unity and solidarity, and maintain a strong fighting spirit.”

The State Council issues the Guidelines on Supporting Guizhou in Breaking New Ground in the Large-Scale Development of the Western Region in the New Era. In 2022, the State Council also issues documents such as the Guidelines on Accelerating the Standardization and Facilitation of Government Services, the Guidelines on Strengthening the Development of Digital Government, and Integrated Plan for Guangzhou’s Nansha District to Deepen Globally Oriented Comprehensive Cooperation between Guangdong, Hong Kong and Macao.

The Sixth Plenary Session of the 19th Central Commission for Discipline Inspection is held. At the meeting, Xi Jinping reviews the success of the Party’s self-reform in the new era and elaborates on the historic and groundbreaking achievements of the full and vigorous self-governance of the Party and its all-around and deep impact. Xi states that, “Full and strict self-governance, a significant element of the Party’s self-reform in the new era, has opened up a new realm for our century-old Party. We should maintain a resolute stance on matters concerning strict self-discipline and make further progress in Party self-governance.” Zhao Leji makes a work report at the session.

The Virtual Summit to Commemorate the 30th Anniversary of Diplomatic Relations between China and Five Central Asian Countries is held. Xi Jinping presides over the meeting and delivers a speech entitled “Joining Hands for a Shared Future,” stressing the importance of working together to build a closer China-Central Asia community with a shared future.

The XXIV Olympic Winter Games and the XIII Paralympic Winter Games are held in Beijing. China upholds the concept of green, inclusive, open and clean games, actively carries out international exchanges and cooperation, overcomes various difficulties and challenges such as the Covid-19 epidemic, and offers the world a simple, safe and splendid Olympics. Nearly 3,000 athletes from 91 countries and territories participate in the Olympic Winter Games, and nearly 600 athletes from 46 countries and territories participate in the Paralympic Winter Games. The Chinese sports delegation wins 9 gold medals, 4 silver medals and 2 bronze medals in the Olympic Winter Games, ranking third on the gold medal list, and 18 gold medals, 20 silver medals and 23 bronze medals in the Paralympic Winter Games, ranking first on the gold medal and medal lists. On April 8, the Beijing 2022 Winter Olympics and Paralympics review and awards ceremony is held. Xi Jinping reviews the valuable experience of preparing for and holding the Beijing Olympic Winter Games and Paralympic Winter Games, and elaborates on the spirit of the Beijing Winter Olympics and Paralympics—having a broad vision, staying confident and open, rising to the occasion, pursuing excellence, and creating a better future together.

Xi Jinping, while visiting members of the agricultural, social welfare and social security circles attending the Fifth Session of the 13th CPPCC National Committee, states that food security is of primary importance for the country’s most fundamental interests and that the food crop production strategy based on farmland management and the application of technology must be implemented to the letter. He emphasizes that the seed security is related to national security, and it is necessary to realize the self-sufficiency and self-improvement of the seed industry and ensure seed sources are self-developed and controllable.

March 7

Xi Jinping attends the plenary session of the delegation of the PLA and the Armed Police Force to the Fifth Session of the 13th NPC. He stresses that, “Running the military in accordance with the law is our Party’s basic strategy in building and running the military, and a necessary requirement for achieving the Party’s goal of building a stronger military for the new era. Xi Jinping presides over a meeting of the Standing Committee of the Political Bureau of the CPC Central Committee and delivers a speech, fully affirming the achievements China has made in Covid-19 prevention and control since this effort was made regular. He points out the complexity and difficulty of epidemic prevention and control, and the volatility of the epidemic at home and abroad. He emphasizes the need to be confident in the response strategy and respond to Covid-19 with dedicated efforts.

The study session to acquire an understanding of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to pave the way for the 20th CPC National Congress is held for principal officials at the provincial and ministerial level. At the session, Xi Jinping elaborates on the great changes in the past five years and the first 10 years of the new era, explains the major theoretical and practical issues of adhering to and developing socialism with Chinese characteristics in the new era, and clarifies the general policies and action plans for the development of the Party and the country in the coming period. He stresses that, “To run its own house well, the whole Party must guard against potential dangers, be ready to respond to worst-case scenarios, strengthen the will to fight, build up the capacity to do it, use the correct strategy and tactics to respond to changes, create new opportunities, and open new horizons, and work with an indomitable spirit to create a new phase in the cause of the Party. We must adhere to the Chinese path to modernization to promote the rejuvenation of the Chinese nation. Success in building a modern socialist country in all respects and achieving the goals and tasks of the new journey in the new era hinges on the Party. The whole Party must uphold socialism with Chinese characteristics and adhere to the latest achievements in adapting Marxism to the Chinese context and the needs of our times as a guide. The Central Military Commission holds a ceremony to award the August 1st Medal and honorary titles. Xi Jinping presents medals and certificates to the recipients of the August 1st Medal, and honorary flags to the entities that received honorary titles.

When visiting the “Leading the Military to Strength and Rejuvenation: Exhibition of Achievements in National Defense and Military Development in the New Era,” Xi Jinping stresses that, “Since the 18th National Party Congress, historic achievements have been made in national defense and military development. We should implement the Party’s thinking on strengthening the military and the military strategy for the new era. The Central Conference on the United Front is held. At the conference, Xi Jinping fully affirms the historic contribution of the united front in the past century and the historic achievements of the united front work in the new era. He clarifies the Party’s major thinking on the united front in the new era, analyzes the historical significance of the united front work in the new era, and puts forward the guiding thought, basic tasks, priorities and policy initiatives for this work. He stresses that, “We should strengthen overall Party leadership over the united front, adhere to the correct direction of the patriotic united front, promote harmonious relations between political parties, between ethnic groups, between religions, between social strata, and between compatriots at home and abroad, and strengthen the concerted efforts of the sons and daughters of the Chinese nation at home and abroad. This should pool strength for building a great modern socialist country and achieving the rejuvenation of the Chinese nation.” Wang Yang makes the concluding speech.

August 2

In response to the visit of the Speaker of the US House of Representatives, Nancy Pelosi, to China’s Taiwan region despite China’s strong opposition and strict representations, the spokespersons of the Chinese Foreign Ministry and the NPC Standing Committee and the press spokespersons of the Taiwan Affairs Office of the CPC Central Committee, the Foreign Affairs Committee of the CPPCC National Committee, and the Ministry of National Defense issue statements or give talks, stressing that the Chinese government and Chinese people’s position on the Taiwan question has been consistent, and that China will take all necessary measures to resolutely defend its national sovereignty and territorial integrity, and all consequences arising therefrom must be the responsibility of the US and the separatist elements advocating Taiwan independence. On the night of August 2, the PLA Eastern Theater Command launches a series of joint military operations around Taiwan Island. On August 5, the Chinese Foreign Ministry announces sanctions on Pelosi and her immediate family and eight countermeasures against the US. On August 10, a white paper entitled “The Taiwan Question and China’s Reunification in the New Era” is released. On August 16, a spokesperson for the Taiwan Affairs Office of the CPC Central Committee is authorized to announce sanctions on a group of Taiwan independence diehards and other individuals on the list.

China launches its first terrestrial ecosystem carbon monitoring satellite named “Goumang.”

August 18

The 19th Central Anti-Corruption Coordination Group reviews the achievements in pursuing fugitives and recovering stolen assets and tackling cross-border corruption since the 19th CPC National Congress. From that congress to July 2022, 6,900 fugitives, including 1,962 Party members and state employees, and 32.786 billion yuan of stolen money had been recovered. A total of 61 of the Top 100 Red Notice fugitives had been returned to justice.

August 29

The State Council holds the 10th National Teleconference on Deepening Reform to Streamline Administration, Delegate Power, Improve Regulation, and Upgrade Services. Li Keqiang delivers a speech at the conference.

The Political Bureau of the CPC Central Committee decides at its meeting that the Seventh Plenary Session of the 19th CPC Central Committee will be held in Beijing on October 9, 2022. It will recommend to the Seventh Plenary Session that the 20th National Congress of the CPC be held in Beijing on October 16, 2022.

The National Conference to Commend Civil Service Individuals and Groups That Meet the Expectations of the People is held. Xi Jinping meets with commended civil servants. Wang Huning delivers a speech at the meeting. This is the first time civil service individuals and groups that meet the expectations of the people are commended in the name of the CPC Central Committee and the State Council.

At its 36th Meeting, the Standing Committee of the 13th NPC adopts the Anti-Telecom and Online Fraud Law of the People’s Republic of China and the revised Agricultural Products Quality and Safety Law of the People’s Republic of China.

September 5

An earthquake with a magnitude of 6.8 strikes Luding County, Garze Tibetan Autonomous Prefecture, Sichuan Province. Xi Jinping instructs that saving lives should be the primary task, and that all efforts should be made to rescue the affected people and minimize casualties. Li Keqiang gives instructions. All parties concerned immediately start the emergency response, organize resources and send them to the scene in a most timely fashion to rescue the affected people. On September 12, the emergency relief phase is transferred to the temporary resettlement and reconstruction phase.

The Political Bureau of the CPC Central Committee meets to study the draft political report of the 19th Central Committee to the 20th National Party Congress, the draft Revised Constitution of the Communist Party of China, and the draft report of the 19th Central Commission for Discipline Inspection to the 20th National Party Congress, which will be submitted to the Seventh Plenary Session of the 19th CPC Central Committee for review, and to consider the Report on the Implementation of the CPC Central Committee’s Eight-Point Decision on Improving Party and Government Conduct by the Political Bureau of the 19th CPC Central Committee, and the Report on the Work of Rectifying Pointless Formalities to Reduce the Burdens on Those Working on the Ground since the 19th National Party Congress.

Xi Jinping attends the 22nd Meeting of the Council of Heads of State of the Shanghai Cooperation Organization in Samarkand, Uzbekistan, and pays state visits to Kazakhstan and Uzbekistan. On September 15, he meets with Belarusian President Alexander Grigoryevich Lukashenko and the two heads of state unanimously decide to make China-Belarus relations an all-weather comprehensive strategic partnership. On September 16, at the 22nd Meeting of the Council of Heads of State of the Shanghai Cooperation Organization, Xi Jinping delivers a speech entitled “Ride on the Trend of the Times and Enhance Solidarity and Cooperation to Embrace a Better Future.”

A total of 2,340 of the 2,379 elected (2,296) and specially-invited (83) delegates to the 20th CPC National Congress are present. Xi Jinping delivers a report titled "Hold High the Great Banner of Socialism with Chinese Characteristics and Strive in Unity to Build a Modern Socialist Country in All Respects" to the 20th National Congress of the Communist Party of China (CPC) on behalf of the 19th CPC Central Committee at the Great Hall of the People in Beijing. He points out, the 20th CPC National Congress is a meeting of great importance. It takes place at a critical time as the entire Party and the Chinese people of all ethnic groups embark on a new journey to build China into a modern socialist country in all respects and advance toward the Second Centenary Goal. The theme of the Congress is: holding high the great banner of socialism with Chinese characteristics, fully implementing the Thought on Socialism with Chinese Characteristics for a New Era, carrying forward the great founding spirit of the Party, staying confident and building strength, upholding fundamental principles and breaking new ground, forging ahead with enterprise and fortitude, and striving in unity to build a modern socialist country in all respects and advance the great rejuvenation of the Chinese nation on all fronts. The congress elects a new CPC Central Committee and a new Central Commission for Discipline Inspection (CCDI), and passes the Resolution on the Report of the 19th CPC Central Committee, the Resolution on the Work Report of the 19th Central Commission for Discipline Inspection and the Resolution on the Revised Constitution of the Communist Party of China. The congress calls on the whole Party, the entire military, and the Chinese people of all ethnic groups to stay closely rallied around the Party Central Committee with Comrade Xi Jinping at its core, to keep in mind that empty talk will do nothing for our country and only solid work will make it flourish, to maintain firm confidence, unite as one, forge ahead with resolve, and to strive in unity to build a modern socialist country in all respects and advance national rejuvenation on all fronts.


 

October 23

  The first plenary session of the 20th Central Committee of the Communist Party of China (CPC) is held in Beijing on October 23, 2022. The session is attended by 203 members and 168 alternate members of the 20th CPC Central Committee. Members of the 20th CPC Central Commission for Discipline Inspection (CCDI) attend as non-voting participants. Xi Jinping presides over the session and delivers an important speech after being elected general secretary of the 20th CPC Central Committee. The members of the Political Bureau of the CPC Central Committee and the members of the Standing Committee of the Political Bureau of the CPC Central Committee are elected at the session. Also elected is general secretary of the 20th CPC Central Committee. The session endorses the members of the CPC Central Committee Secretariat nominated by the Standing Committee of the Political Bureau of the CPC Central Committee, and names the members of the Central Military Commission. It approves the secretary, deputy secretaries and members of the Standing Committee of the CCDI elected at the first plenary session of the 20th CPC CCDI.

 

October 27

  Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, leads members of the Standing Committee of the CPC Central Committee Political Bureau on October 27 to visit Yan'an, an old revolutionary base in northwest China's Shaanxi Province. Xi, also Chinese president and chairman of the Central Military Commission, is accompanied by Li Qiang, Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang and Li Xi. They visit the site where the 7th CPC National Congress was held, a former residence of late Chinese leader Mao Zedong, and an exhibition at the Yan'an Revolutionary Memorial Hall, which features the history of the 13 years during which the CPC Central Committee was based in Yan'an. Xi stresses promoting the great founding spirit of the Party and the spirit of Yan'an, and striving in unity to fulfill the goals and tasks set by the 20th CPC National Congress.

 

November 1

  China's space station lab module Mengtian successfully completes in-orbit transposition. This transposition marks the formation of the space station's basic T-shape configuration, representing a key step toward the completion of China's space station.


November 29

  The manned spaceship Shenzhou-15, atop the Long March-2F Y15 carrier rocket, blasts off from the Jiuquan Satellite Launch Center in northwest China, Nov. 29, 2022. Three Chinese astronauts Fei Junlong, Deng Qingming and Zhang Lu on board returns to Earth safely on June 4, 2023, after completing their six-month space station mission.

 

December 20

  All hydro-generating units of the Baihetan hydropower station in southwest China goes fully operational. The Baihetan hydropower station is the world's second-largest in terms of total installed capacity, second only to the Three Gorges Dam project in the central Chinese province of Hubei.
