The Circular in Approval of the Establishment of the National High-Tech Industrial Development Zones and Related Policies and Regulations was issued by the State Council, which decided on listing Wuhan’s Donghu New Technology Development Zone and other 25 development zones among the national high-tech industrial development zones after the approval of the establishment of the Beijing New Technological-Industrial Development Pilot Zone in 1988. By the end of 2018, China had set up 169 national high-tech industrial development zones including the Suzhou Industrial Park.

The Decision on the Reform of the Pension System for Staff and Workers of Enterprises was released by the State Council. The Decision on the Establishment of a Unified Basic Pension System for Staff and Workers of Enterprises and the Decision on Improving the Basic Pension System for Staff and Workers of Enterprises were respectively issued on July 16, 1997 and on December 3, 2005.

The Decision on Further Strengthening the Agriculture and Rural Work was adopted at the 8th Plenary Session of the 13th CPC Central Committee, which made clear that the household contract responsibility system and the two-tiered operational system that integrated unified management with independent management should be a basic system of the country’s rural collective economic organization for a long time to come and to be constantly improved.

The Qinshan Nuclear Power Plant, the first nuclear plant independently designed and constructed by China, was connected to the grid and began to generate power.
