A study session on the guiding principles from the Fifth Plenary Session of the 19th CPC Central Committee is held for principal officials at the provincial and ministerial level. At the event, Xi Jinping stresses that, “Our entry into the new development stage clarifies the historic juncture that national development has reached, the new development philosophy makes clear the guiding principles behind our modernization drive, and the new development dynamic elucidates the path that will take us to economic modernization. We should fully understand the new development stage, apply the new development philosophy in full, move faster to create a new development dynamic and promote high-quality development in the 14th Five-Year period to ensure that efforts to build a modern socialist country in all respects kick off to a good start.”

The State Council issues the Regulations on the Oversight and Management of Medical Insurance Funds, which put the oversight over medical insurance funds on the legal track. By the end of 2021, the number of participants in basic medical insurance had reached 1.36 billion, and the coverage had been kept above 95 percent.

The General Office of the CPC Central Committee and the General Office of the State Council issue the Action Plan for Building a High-Standard Market System. In 2021, other documents issued by them include the Guidelines on Further Deepening the Reform of Tax Collection and Administration, the Guidelines on Strengthening the Preservation and Utilization of Historical and Cultural Heritage in Urban and Rural Development, the Guidelines on Deepening the Reform of the System of Compensation for Ecological Conservation, the Guidelines on Further Strengthening Biodiversity Conservation, and the Guidelines on Taking Stronger Measures to Combat and Address Telecommunication and Online Fraud.

At its 25th Meeting, the Standing Committee of the 13th NPC adopts the Coast Guard Law of the People’s Republic of China and the revised Law of the People’s Republic of China on Animal Epidemic Prevention and Law of the People’s Republic of China on Administrative Penalties.

The General Office of the State Council issues the Guidelines on Promoting the Normalization and Institutionalization of Bulk Government Purchases of Medicines. The pilot scheme of bulk government purchases of medicines is rolled out in 11 cities such as Beijing and Shanghai in 2018 and has been gradually extended to all other parts of the country. By February 2022, more than 260 billion yuan in medical cost had been saved, further reducing the medical burdens on the people.

January 22–24

The Fifth Plenary Session of the 19th Central Commission for Discipline Inspection is held. At the meeting, Xi Jinping stresses that, “The fight against corruption has achieved an overwhelming victory and has been comprehensively consolidated, but corruption, the biggest risk to the Party’s governance, still exists, and the old problems have not been completely solved while new cases are cropping up. We should improve the inspection and accountability mechanisms for ensuring compliance with the Party Central Committee’s major decisions and plans and tighten the oversight and inspection of the compliance with the decisions and plans on applying the new development philosophy, fostering a new development dynamic, and the plan for promoting high-quality development.” Zhao Leji makes a work report at the meeting.

The State Council issues the Guidelines on Supporting the Revitalization and Development of Old Revolutionary Areas in the New Era. In 2021, the State Council also issues documents such as the Guidelines on Accelerating the Establishment of a Sound Economic System for Green, Low-Carbon and Circular Development, the Guidelines on Further Deepening the Reform of the Budget Management System, the National Fitness Plan (2021–2025), the Measures for Promoting Reform and Innovation of Trade and Investment Facilitation in Pilot Free Trade Zones, the China Women’s Development Program (2021–2030), and the China Children’s Development Program (2021–2030).

Xi Jinping attends the World Economic Forum virtual event and delivers a special message entitled “Let the Torch of Multilateralism Light up Humanity’s Way Forward.” He proposes that, “We need to properly address the four major tasks of our times. The way out of them is through upholding multilateralism and building a human community with a shared future.”

The Unit 5 of Fuqing Nuclear Power Plant, the world’s first project using Hualong-1 design, is put into commercial operation. On March 25, 2022, Unit 6 of Fuqing Nuclear Power Plant, the second unit of the Hualong-1 demonstration project, is ready to start commercial operation. So far, China’s domestically developed three-generation Hualong-1 nuclear power demonstration project has been fully completed and put into operation.

The China-CEEC Summit is held via video link. Xi Jinping presides over the meeting and delivers a keynote speech entitled “Keeping Up the Momentum and Working Together for a New Chapter in China-CEEC Cooperation.”

The Preparatory Meeting for the Education Campaign on CPC History is held. At the meeting, Xi Jinping states in his speech, “Launching the education campaign requiring all Party members to study Party history is a major decision made by the Party Central Committee to mobilize the whole Party and the country to build a modern socialist country in all respects with confidence based on a new starting point of the Party’s centennial history and on the implementation of the national rejuvenation strategy within a wider context of the once-in-a-century changes taking place in the world. All Party members should learn Party history to have a better understanding of our cause, firmer commitment to our ideals, higher standards of integrity, and greater determination to turn what has been gained from studying history into concrete actions. They should study Party history, reflect on our guiding principles, do solid work, and break new ground.” The speech clarifies the focus and work requirements of the education campaign, and makes comprehensive mobilization and planning for it, requiring the establishment of a correct view of Party history. Earlier, on February 15, the CPC Central Committee issued the Circular on Carrying Out the Education Campaign Requiring All Party Members to Study Party History. Following this meeting, books for the education campaign such as Xi Jinping’s On the History of the Communist Party of China, Mao Zedong, Deng Xiaoping, Jiang Zemin and Hu Jintao On the History of the Communist Party of China, Xi Jinping Thought on Socialism with Chinese Characteristics in the New Era: Q&A, and A Concise History of the Communist Party of China are published. On March 10, 2022, the General Office of the CPC Central Committee issues the Guidelines on Making Education on Party History a Regular Practice.

February 25

The National Conference to Review the Fight against Poverty and Commend Outstanding Individuals and Groups is held. At the conference, Xi Jinping declares that, “China has secured a complete victory in its fight against absolute poverty. All of the 98.99 million rural residents have been lifted above the current poverty line, have emerged from poverty, as have the 832 counties and 128,000 villages. All regional poverty has been eliminated, and the arduous task of eradicating absolute poverty has been completed.” He states, “Our struggle against poverty has forged such a spirit, through which we have all come together, put our all into the fight, made precise and pragmatic efforts, launched pioneering initiatives, overcome difficulties, and worked hard to live up to the people’s expectations. We have pioneered a unique Chinese path to poverty reduction, and formed a Chinese theory on fighting poverty. Shaking off poverty is not the finish line, but rather the starting point of a new quest and a new endeavor. We still have a long way to go to solve the problem of imbalanced and insufficient development, narrow the gap between urban and rural areas and between regions, and achieve well-rounded development and common prosperity for all our people. We must take concrete steps to consolidate and expand upon the outcomes of the fight against poverty as part of our effort to promote rural revitalization, so that the foundations of poverty eradication are more solid and the effects are more sustainable.” China has realized the UN 2030 Agenda for Sustainable Development 10 years ahead of schedule, creating a Chinese model of poverty reduction governance and making a significant contribution to the cause of global poverty reduction. The CPC Central Committee and the State Council make the Decision on Awarding the Honorary Title of National Model in Poverty Eradication and the Decision on Commending Outstanding Individuals and Groups in Poverty Eradication.

March 5–11

The Fourth Session of the 13th NPC is held. At the session, Li Keqiang delivers the government work report and Li Zhanshu makes a report on the work of the NPC Standing Committee. The 14th Five-Year Plan of the People’s Republic of China for Economic and Social Development and Long-Range Objectives through the Year 2035 are approved, and the Decision on Revising the Organic Law of the National People’s Congress, the Decision on Revising the Rules of Procedure of the National People’s Congress, and the Decision on Improving the Electoral System of the Hong Kong Special Administrative Region are adopted.

March 9

Xi Jinping attends the plenary meeting of the delegation of the People’s Liberation Army and the Chinese People’s Armed Police Force during the Fourth Session of the 13th NPC and delivers a speech. He states that the goals and tasks of national defense and military development for 2020 should be basically accomplished. He emphasizes the need to realize the centenary goal of the armed forces and plan and promote work based on the 14th Five-Year Plan for military development.

The General Office of the State Council issues the Guidelines on Strengthening Grassland Protection and Restoration. Xi Jinping states in his speech at the Ninth Meeting of the Central Financial and Economic Affairs Commission that, “China’s platform economy is at a critical period, and it is necessary to create an environment conducive to innovation and solve conflicts and problems to ensure its standardized, healthy and sustainable development. Achieving carbon dioxide peaking and carbon neutrality is a broad and profound economic and social systemic change, so this should be incorporated into the integrated eco-civilization plan. We should have CO2 emissions peak before 2030 and achieve carbon neutrality before 2060 as scheduled in the spirit of ‘leaving our mark in the steel we grasp.’ ”

At its executive meeting, the State Council decides to increase the additional tax deduction for R&D expenses of manufacturing enterprises from 75 percent to 100 percent, stimulate their innovation and promote their industrial upgrading.

At its 27th Meeting, the Standing Committee of the 13th NPC adopts the revised Annexes I and II to the Basic Law of the Hong Kong Special Administrative Region, respectively titled the Method for the Selection of the Chief Executive of the HKSAR of the People’s Republic of China and the Method for the Formation of the Legislative Council of the HKSAR of the People’s Republic of China and Its Voting Procedures.

The Party Central Committee adopts the plan and policies to relieve Beijing of functions nonessential to its role as China’s capital. On April 28, the first central government enterprise registered to settle in the Xiong’an New Area—China Satellite Network Group Limited—is inaugurated in the area. Some universities, hospitals and the headquarters of central government enterprises in Beijing begin to move to the Xiong’an New Area in an orderly way.

The Boao Forum for Asia Annual Conference 2021 is held in Boao, Hainan. Xi Jinping delivers the keynote speech entitled “Pulling Together through Adversity and toward a Shared Future for All” via video link at the opening ceremony.

Xi Jinping attends the Leaders’ Summit on Climate via video link and delivers a speech entitled “For Humans and Nature: Building a Community of Life Together,” which is the first comprehensive and systematic explanation of the concept of building a community of life for humans and nature, emphasizing the need to maintain harmony between humans and nature and uphold green development, systemic governance, people-centeredness, multilateralism and the principle of common but differentiated responsibilities.

China’s three main naval warships—the Changzheng-18, Dalian and Hainan—are collectively commissioned. Xi Jinping attends the event and inspects the warships.

The CPC Central Committee and the State Council issue the Integrated Plan for the Development of the Guangdong-Macao Intensive Cooperation Zone in Hengqin. They announce the plan to the public on September 5. On September 17, the inauguration ceremony of the administrative body of the Guangdong-Macao Intensive Cooperation Zone in Hengqin is held in Zhuhai, Guangdong. Han Zheng gives a speech at the ceremony.

The CPC Central Committee and the State Council issue the Guidelines on Promoting High-Quality Development of the Central Region in the New Era, proposing to give full play to the central region’s advantages of being located between east and west and between south and north, as well as its comparative advantages of abundant resources, huge market potential and profound cultural heritage, so as to promote the accelerated rise of the central region.

The CPC Central Committee and the State Council issue the Guidelines on Strengthening and Improving Moral and Political Education in the New Era, proposing to upholding fundamental principles and break new ground in moral and political education in the new era to build a great dynamic in this education.

The General Office of the CPC Central Committee issues the Circular on Publicity and Education on the History of the Party, the People’s Republic of China, Reform and Opening Up, and the Development of Socialism in the Whole of Society.

The CPC Central Committee and the State Council issue the Guidelines on Strengthening the Modernization of the Primary-Level System and Capacity for Governance, specifying the key tasks of improving the system of the Party exercising overall leadership over primary-level governance, strengthening the governance capacity of primary-level governments, and improving the system of primary level self-governance.

April 29

At its 28th Meeting, the Standing Committee of the 13th NPC adopts the Law of the People’s Republic of China on the Promotion of Rural Revitalization and the revised Maritime Traffic Safety Law of the People’s Republic of China.

China successfully launches space station core module Tianhe, which marks that its space station construction has entered the full implementation stage. On June 17, the Shenzhou-12 manned spacecraft carrying three astronauts—Nie Haisheng, Liu Boming and Tang Hongbo—is successfully launched and completes autonomous fast rendezvous and docking with the Tianhe core module. Three astronauts enter the Tianhe core module one after another, which is the first time the Chinese enter their own space station. The astronauts stay in orbit for three months, carry out a series of space science experiments and technology tests, and verify a series of key technologies for space station development and operation in orbit, before returning successfully to Earth on September 17.

When Xi Jinping learns about the construction, management and operation of the middle route of the South-to-North Water Diversion Project and the resettlement of the residents displaced from the reservoir area in Nanyang, Henan Province, on the spot, he states that, “The people are the country. As the Communist Party has fought to establish and consolidate our leadership over the country, we have in fact been fighting to earn and keep the people’s support and improve their lives. The history of our party’s century-long endeavors is the history of working for the people’s happiness.” On May 14, he presides over a forum to promote the high-quality development of the South-to-North Water Diversion Follow-Up Project.

A ceremony is held to celebrate the centenary of the CPC. At the event, Xi Jinping delivers a speech looking back on the glorious journey of the CPC over 100 years of struggle, speaking highly of the great achievements made by the Chinese people under CPC leadership over the past 100 years, and expounding the profound connotation of the great founding spirit of the Party. Xi declares that, “Through the continued efforts of the whole Party and the entire nation, we have realized the First Centenary Goal of building a moderately prosperous society in all respects. This means that we have brought about a historic resolution to the problem of absolute poverty in China, and we are now marching in confident strides toward the Second Centenary Goal of building China into a great modern socialist country in all respects.” He states that, “Looking back on the Party’s 100-year history, we can see why we were successful in the past and how we can continue to succeed in the future. Henan Province is hit by rarely-seen heavy rainstorms, with severe flooding and major casualties and property damage in Zhengzhou. Xi Jinping gives instructions, stressing the need to always put people’s lives and property first and provide flood relief with dedicated efforts. Li Keqiang gives instructions and visits the disaster area in Henan Province. The State Council sets up an investigation team to investigate the July 20 disaster caused by heavy rainstorms in Zhengzhou, Henan Province. In January 2022, the State Council investigation team releases the investigation report.

Xi Jinping travels to Tibet to congratulate the 70th anniversary of its peaceful liberation and conduct research. He stresses that, “We should comprehensively implement the Party’s strategy for governing Tibet in the new era and strive to write a new chapter of long-term stability and high-quality development in Tibet.” It is the first time in the history of the Party and the country that a leader holding the positions of the general secretary of the CPC Central Committee, the president of China and the chairman of the Central Military Commission travels to Tibet to celebrate its peaceful liberation.

The Chinese sports delegation wins 38 gold medals, 32 silver medals and 19 bronze medals at the Games of the XXXII Olympiad held in Tokyo, Japan, ranking second on the gold medal and medal lists. It wins 96 gold medals, 60 silver medals and 51 bronze medals at the XVI Paralympic Summer Games, ranking first on the gold medal and medal lists for the fifth consecutive time.

The State Council announces the Regulations of the People’s Republic of China on the Registration and Administration of Market Entities. Since the 18th National Party Congress, through reforms in the business sector and other sectors, market entities have kept growing, with the total number of registered market entities increasing from 54.948 million in 2012 to 161 million in June 2022, an increase of 1.92 times.

The CPC Central Committee and the State Council issue the Guidelines on Accelerating the Fostering of a New Development Dynamic, proposing policies and measures to accelerate efforts to increase China’s self-reliance and strength in science and technology and promote the smooth flow of the economy.

A conference is held to commemorate the 110th anniversary of the Revolution of 1911. At the event, Xi Jinping states that, “The Chinese Communists are the firmest supporters, most loyal collaborators and most faithful successors of Dr. Sun Yat-sen’s revolutionary cause. We should learn from history to create a bright future. We should continue to take up the historical mission and grasp the historical initiative on the new journey of building a modern socialist country in all respects and advance the great historic cause of the rejuvenation of the Chinese nation.”

The Leaders’ Summit of the 15th Meeting of the Conference of the Parties to the Convention on Biological Diversity is held in Kunming. Xi Jinping attends the summit via video link and delivers a keynote speech entitled “Working Together to Build a Community of All Life on Earth,” announcing the establishment of the Kunming Biodiversity Fund and other initiatives.

October 13–14

The Central Conference on the Work of People’s Congresses is held. At the meeting, Xi Jinping stresses that, “We should adhere to and improve the system of people’s congresses and continue to develop whole-process people’s democracy.” At the conference Li Zhanshu makes a concluding speech. On November 1, the CPC Central Committee issues the Guidelines on Upholding and Improving the System of People’s Congresses and Strengthening and Improving Their Work in the New Era.

China’s first sun-probing science and technology experiment satellite—Xihe—is successfully launched.

The Second United Nations Global Sustainable Transport Conference is held in Beijing. Xi Jinping attends the opening ceremony via video link and delivers a keynote speech entitled “Staying Connected with the World and Abreast with the Times and Making Big Strides on the Path of Sustainable Development.”

October 16–April 16, 2022

The Shenzhou-13 manned spacecraft carrying three astronauts—Zhai Zhigang, Wang Yaping and Ye Guangfu—is successfully launched and returns to Earth following a six-month flight, setting a new record for the length of continuous flight in orbit for Chinese astronauts. During the orbital flight, the astronauts carry out a number of scientific and technological experiments and activities. The key technology verification phase of the space station is successfully completed and construction will start soon.

Xi Jinping presides over a forum on further eco-conservation and high-quality development of the Yellow River Basin in Jinan, emphasizing that, “Provinces and autonomous regions along the Yellow River must fully implement the national strategy, and be committed to a path of modernization that prioritizes eco-environmental conservation and pursues green development.”

At its 31st Meeting, the Standing Committee of the 13th NPC adopts the Family Education Promotion Law of the People’s Republic of China and the Land Border Law of the People’s Republic of China.

The Conference Marking the 50th Anniversary of the Restoration of the Lawful Rights of the People’s Republic of China in the United Nations is held. At the meeting, Xi Jinping stresses in his speech that China will stay committed to the path of peaceful development, the path of reform and opening up and the path of multilateralism. He calls on countries to champion the common values of humanity and work together to build a human community with a shared future.

Xi Jinping attends the 16th G20 Summit via video link and delivers a speech entitled “Acting in Solidarity for a Shared Future,” proposing a global vaccine cooperation action initiative.

Xi Jinping delivers a written message to the COP26 of the United Nations Framework Convention on Climate Change, proposing to uphold multilateral consensus, focus on practical actions and accelerate the green transition.

The CPC Central Committee and the State Council issue the Guidelines on Intensifying Efforts on Pollution Prevention and Control, proposing quantitative targets for eight landmark battles, including those to eliminate severe air pollution, address black, fetid water bodies in urban areas, and control pollution in agriculture and rural areas.

The Eighth National Seminar of Moral Models is held. Xi Jinping meets with national moral models and nominees. Wang Huning delivers a speech at the seminar.

The Sixth Plenary Session of the 19th CPC Central Committee is held. Xi Jinping reports to the Plenary Session on behalf of the Political Bureau of the Central Committee, gives an explanation on the draft Resolution of the Central Committee of the Communist Party of China on the Major Achievements and Historical Experience of the Party over the Past Century, and delivers a speech. The Resolution is adopted at the session. In the Resolution, the Central Committee comprehensively reviews the major achievements and historical experience of the Party over the past century, and places emphasis on the new era, mainly reviewing the historic achievements and the historic shifts in the cause of the Party and the country, and the latest experience that the Party has gained during this period. It stresses that Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is the Marxism of contemporary China and of the 21st century. This Thought embodies the best of the Chinese culture and ethos in our times and represents a new breakthrough in adapting Marxism to the Chinese context. The Party has established Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and defined the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. This reflects the common will of the Party, the armed forces, and the Chinese people of all ethnic groups, and is of decisive significance for advancing the cause of the Party and the country in the new era and for driving forward the historic process of national rejuvenation. The Central Committee also decides that the 20th National Party Congress will be held in Beijing in the second half of 2022.

Xi Jinping presides the meeting via video link and delivers a speech entitled “For a Shared Future and Our Common Home.” China and ASEAN formally announce the establishment of the China-ASEAN Comprehensive Strategic Partnership.

The Conference of the Central Military Commission on Talent is held. Xi Jinping stresses the need to work hard to realize the centenary goal of the People’s Liberation Army and further implement the strategy of strengthening the military by cultivating competent personnel in the new era. On January 22, 2022, the Central Military Commission makes the Decision on Strengthening the Work of Military Talent in the New Era.

Xi Jinping attends the opening ceremony of the Eighth Ministerial Conference of the Forum on China-Africa Cooperation via video link and delivers a keynote speech entitled “Upholding the Tradition of Always Standing Together and Jointly Building a China-Africa Community with a Shared Future in the New Era,” reviewing and defining the spirit of China-Africa friendship and cooperation and announcing that China will implement nine projects together with African countries.

December 3

Xi Jinping delivers a video message to the Third Ministerial Meeting of the China-CELAC Forum, stating the direction for advancing China-Latin America relations in the new era.

The China-Laos Railway is opened to traffic. The railroad, which starts from Kunming in China’s Yunnan Province in the north to Vientiane, the capital of Laos in the south, is China’s first overseas railroad that adopts Chinese standards, is built and operated in cooperation with Laos, and is directly connected to China’s railroad network.

December 3–4

The National Conference on Religion is held. Xi Jinping stresses that, “Religions in China should conform to China’s realities, and we should guide religions to be compatible with socialist society.”

December 8–10

The Central Economic Work Conference is held. Xi Jinping reviews economic work in 2021, analyzes the economic situation, and plans economic work for 2022. Li Keqiang makes specific arrangements for economic work in 2022 and delivers a concluding speech. At the meeting, participants stress the need to understand the strategic goal of common prosperity and know how to make it happen; understand the nature of capital and how it works; understand how to ensure the supply of primary products; understand how to prevent and defuse major risks; and understand how to achieve peak carbon dioxide emissions by 2030 and carbon neutrality by 2060, so as to pave the way for the 20th National Party Congress with outstanding achievements.

December 9

The CPC Central Committee, the State Council, the Central Military Commission issue the Regulations on Military Awards and Honors. The Regulations comprehensively provide for the system of military awards and honors such as medals, titles of honor, awards, commendations, and commemorative medals under wartime and peacetime scenarios for different industries and categories of personnel.

December 14–17

The Joint Session of the 11th National Congress of China Federation of Literary and Art Circles and the 10th National Congress of China Writers Association is held. At the session, Xi Jinping stresses the need to have a deeper understanding of and greater confidence in our culture, create new prospects for Chinese literature and art, and add new luster to Chinese culture.

December 20

The National Conference on Intra-Party Regulations is held. At the conference, Xi Jinping gives instructions and Wang Huning delivers a speech.

The world’s first fourth-generation nuclear power unit—Huaneng Shidao Bay Nuclear Power Plant Demonstration Project No.1 Reactor—is successfully connected to China’s national grid.

December 24

The CPC Central Committee issues the Regulations of the Communist Party of China on the Work of Commissions for Discipline Inspection, which comprehensively provide for the leadership system, creation and operation, main tasks, work responsibilities, agencies stationed in other entities, working personnel recruitment, and oversight of the Party’s commissions for discipline inspection.

At its 32nd Meeting, the Standing Committee of the 13th NPC adopts the Anti-Organized Crime Law of the People’s Republic of China, the Law of the People’s Republic of China on the Protection of Wetlands, the Law of the People’s Republic of China on the Prevention and Control of Noise Pollution and the revised Law of the People’s Republic of China on Scientific and Technological Progress.

The Special Administrative Measures (Negative List) for Foreign Investment Access (2021 Edition) is released. China has revised this list for five consecutive years, providing a broader space for foreign investment to grow.

China’s national fiscal revenue exceeds 20 trillion yuan, up 72.8 percent compared to 2012. The national per capita disposable income is 35,128 yuan, an increase of 78.0 percent in real terms over 2012.
