The Decision on Further Deepening the Reform of the Foreign Trade System was released by the State Council. It pointed out that the objective of the reform was to unify policies, liberalize operations, equalize competition, let companies take full responsibility for profits and losses, combine industry and foreign trade, promote the agent system, and establish a new system that conformed to international norms.
February 28–March 3
The State Council convened a work conference on poverty alleviation and development and specified the implementation of the Seven-Year Priority Poverty Alleviation Program, which strove to basically solve the subsistence problem of 80 million impoverished people in seven years by the end of 2000.
March 25
The China Agenda for the 21st Century was adopted at a routine meeting of the State Council, which specified the implementation of the strategy of sustainable development.
July 4
The Regulations on the Protection of Basic Farmland was adopted at an executive meeting of the State Council and would take effect as of October 1. The revised Regulations on the Protection of Basic Farmland was passed at an executive meeting of the State Council on December 24, 1998, and would come into force on January 1, 1999.
July 5
The 8th Session of the Standing Committee of the 8th NPC passed the Labor Law of the People’s Republic of China.
July 20–23
The CPC Central Committee and the State Council held the 3rd Forum on the Work of Tibet, at which made the major decisions that the Central leadership should be concerned about Tibet and people throughout the country should support and assist Tibet. From then on, the CPC Central Committee has been taking effective measures to support Tibet’s modernization.
September 28
The 4th Plenary Session of the 14th CPC Central Committee adopted the Decision on Several Important Issues Concerning Strengthening Party Building, elevating Party building to prominence as a great new undertaking.
