The State Council organized a national conference on tourism development. On April 11, the State Council issued the Circular on Further Promoting Tourism Development.


January 10

When addressing the National Conference for Publicity Department Directors, Jiang Zemin called for society-wide campaigns to promote and carry forward the spirit of striving tirelessly for the realization of socialist modernization, and stressed the need to govern the country by combining the rule of law with the rule of virtue.

 

February 9

The State Council issued the Decision on the 2000 National Science and Technology Awards, according to which the National Supreme Science and Technology Awards was to be set up from 2000 onwards.

 

February 27

The inaugural conference of the Boao Forum for Asia (BFA) was hosted in Boao, Hainan Province. The first annual conference of the BFA was held from April 12 to 13, 2002.

 

May 24–25

The CPC Central Committee held a conference on poverty alleviation and development. The conference indicated that the CPC Central Committee and the State Council had fundamentally realized its strategic goal of fundamentally solving the problem of food and clothing for the rural poor by the end of the 20th century. On June 13, the State Council issued the Outline for Poverty Alleviation and Development of China’s Rural Areas (2001–2010).

 

June 15

The heads of six member states, i.e. China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan jointly signed the Declaration on the Establishment of the Shanghai Cooperation Organization, and the Shanghai Cooperation Organization was formally established on the basis of previous members of the Shanghai Five, with the addition of Uzbekistan. The Shanghai Spirit, featuring mutual trust and benefit, equality and consultation, respect for diverse civilizations and pursuit of common development, was incorporated into the Declaration. In January 2004, the Secretariat of the Shanghai Cooperation Organization was founded in Beijing.

The construction initiation ceremony for the Qinghai-Tibet Railway was held simultaneously in Golmud, Qinghai, and Lhasa, Tibet. The Railway was completed and opened to traffic on July 1, 2006.

 

July 1

In his speech delivered at the meeting celebrating the 80th anniversary of the founding of the CPC, Jiang Zemin summarized the outstanding achievements and practical experience of the CPC over the past 80 years and expounded the Important Theory of Three Represents He stressed that since the beginning of the reform and opening up, new changes had taken place in the composition of China’s social strata, and there had emerged entrepreneurs and technical personnels of private scientific and technological enterprises, managerial technicians working in foreign-funded enterprises, self-employed personnels, private entrepreneurs, practitioners for intermediary organizations, freelancers and other people. They were also to be seen as builders for the cause of socialism with Chinese characteristics.

 

October 21

The 9th Asia-Pacific Economic Cooperation Informal Leadership Meeting was held in Shanghai. Jiang Zemin chaired the meeting and stated that only by benefiting most members of the international community could economic globalization move forward smoothly and the world economy develop continuously and steadily.

 

November 10

The 4th WTO (World Trade Organization)Ministerial Conference held in Doha of Qatar deliberated on, and then reached a unanimous decision to approve China’s accession to the WTO. On December 11, China officially became a member of the WTO, entering a new stage of opening up.
