After the 16th CPC National Congress the CPC, represented by Hu Jintao, took Deng Xiaoping Theory and the Important Thought of “Three Represents'' as guidance to answer the question of what kind of development to pursue and how to pursue it under the new conditions, and created the Scientific Outlook on Development, which puts people first and seeks comprehensive, coordinated, and sustainable development.

At the 17th CPC National Congress in October 2007 the Scientific Outlook on Development Was written into the Constitution of the Communist Patty of China. The 18th CPC National Congress in November 2012 added the Scientific Outlook on Development as a new theoretical guidance the Party must adhere to for the foreseeable future, together with Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theoty and the Important Thought of “Three Represents”.  In March 2018, the first session of the 13th NPC adopted 2 Constitutional amendment, establishing the guiding role of the Scientific Outlook on Development in state politics and social life.


The first prerequisite of the Scientific Outlook on Development is development. It requires well-coordinated overall planning, alongside a People-oriented approach to comprehensive, coordinated and sustainable development. Emancipating the mind, seeking truth from facts, advancing with the times, and being practical and effective are the essence of the Scientific Outlook on Development.


Combining development with a Marxist methodology, the Scientific Outlook on Development contains a series of closely-related new ideas. Evolving from Deng Xiaoping Theory and the Important Thought of “Three Represents”, it provides further answers to the questions of what is socialism, how to build socialism, the future of the Party, and the future of development and how it should be achieved.

The Scientific Outlook on Development is the continuation and development of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the Important Thought of “Three Represents”, reflecting the Marxist worldview and methodology. It is a major achievement in applying Marxism in China, represents the collective wisdom of the CPC, and is a guiding thought that must be upheld in developing Chinese socialism.
