     The 20th Congress made plans for economic development, education, science and technology and human resources, democracy, comprehensive law-based governance, cultural development, safeguarding and improving people’s lives, ecological conservation, maintaining national security and stability, and national defense and military development. This is the first time in the history of the Party for a political report to a Party’s national congress to single out the work related to education, science and technology and human resources. The political report to the 20th Congress emphasizes that development is our Party’s top priority in governing and rejuvenating China, for without solid material and technological foundations, we cannot hope to build a great modern socialist country in all respects. To build a modern socialist country in all respects, we must, first and foremost, pursue high-quality development. We should accelerate the creation of a new development pattern and pursue high-quality development. We should build a high-standard socialist market economy, modernize the industrial system, advance rural revitalization across the board, and promote coordinated regional development and high-standard opening up. The political report to the 20th Congress underscores that education, science and technology, and human resources are the foundational and strategic pillars for building a modern socialist country in all respects. We must regard science and technology as our primary productive force, talent as our primary resource, and innovation as our primary driver of growth. We must develop education that meets the people’s expectations, improve systems for scientific and technological innovation, accelerate the implementation of the innovation-driven development strategy and implement he workforce development strategy. The report stresses the need to advance whole-process people’s democracy and ensure that the people run the country by strengthening the institutions through which the people run the country, fully developing consultative democracy, actively developing democracy at the primary level, and consolidating and developing the broadest possible patriotic united front. It emphasizes the need to exercise law-based governance on all fronts and advancing the rule of law in China by improving the socialist legal system with Chinese characteristics with the Constitution at its core, steadily advancing law-based government administration, ensure strict and impartial administration of justice, and step up efforts to establish the rule of law throughout society. It notes that it is necessary to build cultural confidence and strength and securing new successes in developing socialist culture by developing a socialist ideology that has the power to unite and inspire the people, extensively applying the core socialist values, enhancing civility throughout society, developing cultural programs and the cultural sector, and extending the reach and appeal of Chinese civilization. It underscores the need to improve the people’s wellbeing and raise quality of life by improving the system of income distribution, implementing the employment-first strategy, improving the social security system, advancing the Healthy China Initiative. It emphasizes the need to pursue green development and promote harmony between humanity and nature by accelerating the transition to a model of green development, intensifying pollution prevention and control, enhancing diversity, stability, and sustainability in our ecosystems and working actively and prudently toward the goals of reaching peak carbon emissions and carbon neutrality. It underscores that we should modernize China’s national security system and capacity and safeguarding national security and social stability by improving the national security system, strengthening our capacity for safeguarding national security, enhancing public safety governance and improving the social governance system. The report also stresses the need to achieve the centenary goal of the People’s Liberation Army and further modernize national defense and the military, strengthen the Party across the board in the people’s armed forces, intensify troop training, enhance combat preparedness across the board, strengthen all-around military governance and build on and expand the gains of national defense and military reform.

The 20th Congress made plans for the work related to Hong Kong, Macao, and Taiwan. The political report to that congress stresses that we should uphold and improve the policy of One Country, Two Systems and promote national reunification. We should fully, faithfully, and resolutely implement the policy of One Country, Two Systems, under which the people of Hong Kong administer Hong Kong and the people of Macao administer Macao, both with a high degree of autonomy. We will remain committed to law-based governance in Hong Kong and Macao and maintain constitutional order in these two special administrative regions as stipulated in China’s Constitution and their basic laws. We should support Hong Kong and Macao in growing their economies, improving their people’s lives, and resolving deep-seated issues and problems in economic and social development. We should take resolute action to prevent and stop interference in the affairs of Hong Kong and Macao by external forces. The report emphasizes that resolving the Taiwan question and realizing China’s complete reunification is, for the Party, a historic mission and an unshakable commitment. It is also a shared aspiration of all the sons and daughters of the Chinese nation and a natural requirement for realizing the rejuvenation of the Chinese nation. We should implement our Party’s overall policy for resolving the Taiwan question in the new era, maintain the initiative and the ability to steer in cross-Strait relations, and unswervingly advance the cause of national reunification.

The 20th Congress made plans for international exchanges. The political report to that congress stresses the need to promote world peace and development and build a human community with a shared future. For its part, China has always been committed to its foreign policy goals of upholding world peace and promoting common development, and it is dedicated to promoting a human community with a shared future. China remains firm in pursuing an independent foreign policy of peace. It adheres to the Five Principles of Peaceful Coexistence[1] in pursuing friendship and cooperation with other countries. It is committed to promoting a new type of international relations. It is also committed to its fundamental national policy of opening to the outside world and pursues a mutually beneficial strategy of opening up. China plays an active part in the reform and development of the global governance system. It pursues a vision of global governance featuring shared growth through discussion and collaboration. China works to make global governance fairer and more equitable.
