The 14th National Congress of the CPC——中共十四大
The 14th National Congress of the CPC was held in Beijing from October 12 to 18, 1992.
1,989 full and 46 special delegates representing more than 51 million Party members attended the congress. On behalf of the 13th CPC Central Committee, Jiang Zemin delivered a report entitled "Accelerate Reform, Opening Up and Modernization and Achieve Greater Success in Building Socialism with Chinese Characteristics".
The congress summarized the experience of the 14 years since the Third Plenary Session of the 11th Central Committee of the CPC, confirmed the position of Deng Xiaoping's theory in building socialism with Chinese characteristics, and identified the major elements of the theory. For the first time, the congress stipulated that the goal of China's economic reform is to establish a socialist market economy. It made strategic decisions and plans to accelerate the pace of reform and opening up and modernization, and required that the whole Party seize opportunities for economic development. An amendment to the Party Constitution was adopted, which incorporated the theory of building socialism with Chinese characteristics and the basic line of the Party. In addition, the congress decided to discard the Central Advisory Commission.
The congress elected 189 members and 130 alternate members to form the new Central Committee. A new Central Commission for Discipline Inspection, consisting of 108 members, was also established. At the First Plenary Session of the 14th CPC Central Committee, a new Political Bureau and its Standing Committee were formed. Jiang Zemin was elected general secretary of the Central Committee and made chairman of the Central Military Commission. The session also approved Wei Jianxing as secretary of the Central Commission for Discipline Inspection.
The important speeches given by Deng Xiaoping when he visited the south and the 14th CPC National Congress signaled that China's reform and opening up and modernization were entering a new phase.
