The System of Multi-Party Cooperation and Political Consultation Led by the CPC
——多党合作和政治协商制度
The system of multi-party cooperation and political consultation led by the CPC is a basic element of China's political system. It is a great political creation by the CPC, the Chinese people, non-CPC parties, and prominent figures without party affiliation, and a new-type political institution indigenous to Chinese soil.
In order to unite all possible forces to fight against imperialism, feudalism, and bureaucratic capitalism, the CPC conducted a scientific analysis of China's society and class conditions and established a broad united front. It united and led a variety of non-CPC parties, people's organizations, and prominent individuals to support and coordinate with each other in the struggle. The other political parties were able to develop a deeper knowledge and understanding of the CPC due to the united front policy, thereby tending to become sympathetic towards the CPC's politics.
On April 30, 1948, the CPC called for a political consultative conference to establish a democratic coalition government. The non-CPC parties responded enthusiastically and publicly confirmed that they would work together under the leadership of the CPC for the establishment of a new China. The First Plenary Session of the CPPCC was held in September 1949, marking the founding of the CPPCC and the establishment of the system of multi-party cooperation and political consultation led by the CPC.
This new-type party system has the following features: By integrating Marxism and China's realities, it represents the fundamental interests of the vast majority of all the people, all the ethnic groups, and all social circles, a sharp contrast to the old party system which represented the interests of a few people and interest groups. By uniting various political parties and prominent figures without party affiliation for the same goal, it avoids the defects of unsupervised one-party rule and the vicious competition between parties vying for power. By drawing opinions and suggestions from all sides through institutionalized, procedural and standardized arrangements, it promotes democratic decision-making and avoids the defects of old political parties in governance as they worked for their own parties, classes, regions, and interest groups.
This new-type party system, in line with China's realities, carries forward the Chinese nation's fine traditions in state governance, as it shows inclusiveness and tolerance for differences. It is a great contribution to world political science. Showcasing the strengths of democracy with Chinese characteristics, it boasts incomparable superiority and strong vitality and plays an irreplaceable role in developing Chinese socialism and achieving the Chinese Dream.
