This paper analyzes the evolution of China-Japan relations and the forming process and role of new China's policy to Japan from 1945 to 1978. There are four issues discussed in this paper, firstly,the vacuum period of the post-war China-Japan relations and the longtime obstacles hindering the normalization of the bilateral relations;secondly,China's policy to Japan and the attempt that China promoted the bilateral relations towards the breakthrough in 1950s;thirdly, the development of China's policy to Japan and “the progressive and cumulative method",and China's plan of war compensation,Sino-Japanese Peace Treaty,and the normalization of the bilateral relations; fourthly, the “two steps" of the normalization of China-Japan relations in 1970s , resuming the bi- lateral relations at first, and then signing the treaty of peace and friendship. The conclusion is that Chinese leaders dealt with China-Japan relations with a broad breath and a far-reaching foresight and the realization of the normalization of the bilateral relations was not easy,and this history is worth cherishing and gives much enlightenment to the future generations.
