In 1960 and 1961,Marshal Montgomery visited China on two occasions. He did not have any official mission, but during each visit he had secret guidance and help from the Foreign Office. The British government regarded the visits as a strategic opportunity to observe China, while the Chinese government attempted to make use of his visits in terms of international propaganda, in hopes of differentiating between Britain and America and publicizing China 's domestic and international policies. Despite their being a public-relations stage, Montgomery's two visits were private,representative of civilian diplomacy with Chinese characteristics. Although Sino-British relations did not improve after Montgomery's trips,their importance nonetheless cannot be underestimated.
