Since the 18th National Congress of the Communist Party of China (CPC) in 2012, China's Communists, with Xi Jinping as their chief representative, have continued to adapt the basic tenets of Marxism to China's realities and to its traditional culture. As a result, Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era has been developed. It represents Marxism applied to contemporary China and the 21st century. It also represents the essence of Chinese culture combined with the ethos of the Chinese nation in the new era. It marks a new step forward in adapting Marxism to the Chinese context.
At the Sixth Plenary Session of the 19th CPC Central Committee in 2021, it was emphasized that the Two Affirmations - of Xi Jinping's core position on the Party Central Committee and in the Party as a whole, and of the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era - reflect the common aspirations of the whole Party, the military and all the Chinese people, and that they are of great significance to the future of the Party and the country in the new era, and to the rejuvenation of the Chinese nation.
The world is experiencing a pandemic and a scale of change unseen in a century, and is entering a stage of turbulence and reform. In response to an unprecedented level of risks and challenges, the CPC Central Committee with Xi Jinping at its core has given overall consideration to the domestic and international situation. It has succeeded in striking a balance between development and security, and between carrying out effective epidemic prevention and control and maintaining economic and social development. It has united the whole Party and the whole country and led them in meeting challenges head-on and with great strength and self-reliance. China has won the battle against extreme poverty, achieved the First Centenary Goal of building a moderately prosperous society in all respects on schedule, and celebrated the centenary of the CPC. It has sounded the bugle call to march towards the Second Centenary Goal- building China into a modern socialist country. It will deliver new and greater achievements with flying colors on the journey to national rejuvenation.
Xi Jinping has led the Party and the people in the effort to respond to changes and open up new prospects by freeing the mind, seeking truth from facts, maintaining the right political orientation, breaking new ground, and making a penetrating analysis and acute assessment of major theoretical and practical issues concerning the development of the Party and the country in the new era. Employing originality in vision and a full range of ideas and strategies, he has provided answers to questions concerning the present and future of China and its people, and the wider world.
The first three volumes of Xi Jinping: The Governance of China have played an important role in explaining the Party's innovative theories, in inspiring people to work harder, and in presenting China to the rest of the world. They have thereby opened a window for the international community to better understand China.
The Publicity Department of the CPC Central Committee and the State Council Information Office, with the support of the Research Institute of Party History and Literature of the CPC Central Committee, and China International Publishing Group, have compiled a fourth volume of Xi Jinping: The Governance of China. This volume is designed to help officials and the public better understand and apply Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, to impress upon them the decisive nature of the Two Affirmations, to strengthen their commitment to the Four Consciousnesses, the Four-sphere Confidence, and the Two Upholds, and to guide them to forge ahead in unity and with greater resolve on a new journey in the new era. It is also intended that this volume will keep the international community abreast of the latest developments in President Xi’s thoughts, give them a better understanding of how the Chinese people have succeeded under CPC leadership and how they will continue to succeed in the future, and explain the development path that China has chosen and its approach to and theory of governance.
This volume contains a compilation of 109 of Xi Jinping’s spoken and written works from February 3, 2020 to May 10, 2022, along with 45 photographs taken since January 2020. It is divided into 21 sections by topic, with the articles in each section arranged in chronological order. For ease of reading, notes are provided at the end of relevant articles.
