The Sixth Plenary Session of the 19th CPC Central Committee deeply summarized the major achievements and historical experiences of the Party’s century-long struggle, encapsulating “remaining committed to self-reform “ as a key insight from the Party’s century-long journey.

Xi Jinping emphasized that the courage to engage in self-reform is a distinctive feature that differentiates our Party from other political parties and that our Party has no interests of its own – this is the source of our courage and strength in self-reform. All Party members must always be ready for self-reform, be aware that there is no end to full and rigorous Party self-governance and ensure that the Party remains the strong leading core in upholding and developing socialism with Chinese characteristics in the New Era.

For the Party to remain invincible, it must continuously advance self-reform. The most substantial challenge faced by our Party in its efforts to lead comprehensively and govern long-term, is the supervision of power. Since the 18th CPC National Congress, the CPC Central Committee, with General Secretary Xi Jinping at its core, has pursued full and rigorous Party self-governance, demonstrating unprecedented courage and determination, and launching a set of self-reform initiatives. The Party spearheads the improvement of the Party and state supervision system, promotes the establishment of the National Supervisory Commission and local supervision commissions at all levels, builds a pattern of inspection and investigation that links the upper and lower levels, constructs a mechanism where Party supervision is primary and coordinated with various forms of supervision, strengthens the checks and supervision of power operations, establishes an effective power supervision system, and develops a system of rules and regulations that will help the Party cleanse, improve and reform itself. It explores a successful path to address its own issues and avoid history’s cycle of rise and fall under long-term governance conditions.

The series of important statements delivered by Xi Jinping on upholding and improving the Party and state supervision system are lofty in their aspirations, rich in content, and profound in thought. They are of great significance for enabling the people to supervise power, for letting power operate transparently, for confining power within the system, for ensuring that the power bestowed by the people is always used for the people’s wellbeing, for promoting full and rigorous Party self-governance, and for modernizing of the system and capabilities for governance.

To assist officials and the public in studying, understanding, and mastering Xi Jinping’s important statements, we have compiled this current volume.

The content of this volume is excerpted from more than 130 significant documents, such as reports, speeches, explanations, and instructions by Xi Jinping from November 15, 2012, to November 11, 2021. The volume is divided into ten topics, with a total of 371 statements, some of which are being published here for the first time.
