China is a socialist state under the people’s democratic dictatorship led by the working class and based on the alliance of workers and farmers, and all power in the state belongs to the people. Seeing that the people run the country is the essence and core of socialist democracy.
Since the 18th CPC National Congress, the Party Central Committee, with General Secretary Xi Jinping at its core, has maintained the principal position of the people, actively developed socialist democracy, and comprehensively strengthened the unity of Party leadership, the running of the country by the people, and law-based governance. The leadership system and mechanism of the Party have been continuously improved, socialist democracy has been developed, intra-Party democracy has been expanded, socialist consultative democracy has been fully unfolded, the patriotic united front has been consolidated and developed, and the work of ethnic and religious affairs has been innovatively promoted. This has effectively promoted reform and opening up and socialist modernization, and effectively maintained national unity, ethnic solidarity, and social stability.
