Since the 18th CPC National Congress, the CPC Central Committee, with General Secretary Xi Jinping at its core, has emphasized the importance of the internet, its development, and governance. This focus has originated from the perspective of engaging in a great struggle with many new historical characteristics. The Central Committee has coordinated and tackled major issues related to cybersecurity and IT application across political, economic, cultural, social, and military domains, enacted a series of significant decisions, implemented a range of substantial measures, and has driven our country’s cybersecurity endeavors to achieve historic accomplishments. This has led to the formation of a distinctive Chinese approach to cyber governance.
Xi Jinping has delivered a series of vital statements on enhancing cyber capabilities, proposed a series of innovative thoughts, perspectives, and judgments, providing fundamental guidelines for the development of cybersecurity in this New Era. These guidelines call for long-term adherence, continual enrichment, and development.
To assist officials and the public in studying, understanding, and mastering Xi Jinping’s important statements, we have compiled this current volume.
The content of this volume is excerpted from 100 key documents, including speeches, reports, presentations, instructions, directives, and congratulatory letters by Xi Jinping from March 4, 2013, to November 23, 2020. It is divided into nine topics, comprising a total of 285 statements, many of which are published for the first time.
