Upholding comprehensive law-based governance is an essential requirement and a crucial safeguard of socialism with Chinese characteristics.
Since the 18th CPC National Congress, the Party Central Committee, with General Secretary Xi Jinping at its core, has made a series of significant decisions and plans from a global and strategic perspective, promoting historic transformations and achievements in the development of socialist rule of law in China, and achieving major progress in comprehensive law-based governance.
Xi Jinping has delivered a series of important statements on upholding comprehensive law-based governance, providing profound answers to a series of major questions such as why and how to implement comprehensive law-based governance in the New Era. These statements have formed the basis of Xi Jinping’s thinking on the rule of law and have clarified the guiding principles, development path, work layout, and key tasks of upholding comprehensive law-based governance. These are the fundamental guidelines and action plans for upholding comprehensive law-based governance, and they must be adhered to and continuously developed.
Xi Jinping’s thinking on the rule of law is the latest achievement of the adaptation of Marxist legal theory to the Chinese context and an important part of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It holds guiding significance for building a socialist rule of law country, modernizing the system and capabilities for governance, securing a decisive victory in building a moderately prosperous society in all respects, embarking on a new journey of building a modern socialist country in all respects, and realizing the Chinese Dream of National Rejuvenation.
To assist officials and the public in deeply studying and implementing Xi Jinping’s thinking on the rule of law, we have compiled his related statements into this current volume.
This volume includes 45 manuscripts by Xi Jinping on upholding comprehensive law-based governance since the 18th CPC National Congress, many of which are being published here for the first time.
