The defining characteristic of socialism with Chinese characteristics is the leadership of the CPC, and the greatest strength of the socialist system with Chinese characteristics lies in this leadership. As the highest force for political leadership, the Party exercises overall leadership over all areas of endeavor in our country.

Since the 18th CPC National Congress, the Party Central Committee, with General Secretary Xi Jinping at its core, has upheld and fortified the Party’s overall leadership as the fundamental assurance for executing all tasks of the Party and the state, effectively leveraging the Party’s role in exercising overall leadership and coordinating the efforts of all sides. This has led to historic achievements and transformations in the cause of the Party and country, ushering socialism with Chinese characteristics into a New Era.

Xi Jinping has profoundly elucidated the significance, guiding principles, theoretical frameworks, and methodologies of maintaining Party leadership over all work. This has significantly deepened our Party’s comprehension of the laws of Communist Party governance, socialist development, and development of human society, thereby enriching and evolving the theory of building a Marxist governing party.

Ensuring Party leadership over all work is a crucial component of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It holds immense guiding significance for us to strengthen the Four Consciousnesses, fortify the Four-Sphere of Confidences, and adhere to the Two Upholds, and closely follow the Central Committee in terms of our thinking, political orientation, and actions. It helps improve the institutions and mechanisms for upholding Party leadership, remain committed to the underlying principle of pursuing progress while ensuring stability, and ensure coordinated implementation of the five-sphere integrated plan and the four-pronged comprehensive strategy. It also helps strengthen the Party’s ability and resolve to chart our course, craft overall plans, design policy, and promote reform. It is of great significance for guiding our efforts to achieve the Two Centenary Goals and the Chinese Dream of National Rejuvenation.

This volume contains 70 manuscripts by Xi Jinping on ensuring Party leadership over all work since the 18th CPC National Congress, many of which are being published here for the first time.
