Self-reliance in science and technology forms the bedrock of a prosperous nation and are essential for its security.

Since the 18th CPC National Congress, the Party Central Committee, with General Secretary Xi Jinping at its core, has placed great emphasis on scientific and technological innovation. They have made innovation the primary driving force for development and placed scientific and technological innovation at the center of national development. Comprehensive strategies for scientific and technological innovation have been laid out, and efforts to achieve self-reliance in science and technology have been accelerated. There have been continuous enhancements in basic research and original innovation, breakthroughs in several key core technologies, growth and expansion in strategic emerging industries, and a surge in significant innovative achievements. With its scientific and technological endeavors making historic strides and undergoing transformative changes, China has become an innovative country.

Xi Jinping’s series of important statements on promoting self-reliance in science and technology, grounded in the overall strategy of the Party and national development and in tune with global trends and the zeitgeist, profoundly elucidate the pivotal role of scientific and technological innovation in the progress of human society. They systematically lay out the strategic goals, key tasks, major measures, and basic requirements for advancing China’s scientific and technological innovation, introducing a series of new thoughts, perspectives, judgments, and requirements. These principles hold substantial guiding relevance as we strive to deeply enforce strategies that rejuvenate the nation through science and education, fortify the country by fostering talent, and pursue innovation-led development. They are instrumental in enhancing our national innovation system, hastening the development of China’s strength in science and technology, and swiftly achieving a high level of self-reliance in these fields. Furthermore, these statement aid in expediting the creation of a new developmental dynamic, vigorously advocating for high-quality development, building a great modern socialist country in all respects, and fully propelling the national rejuvenation aligned with Chinese modernization.

To assist officials and the public in deeply studying and implementing Xi Jinping’s crucial statements on self-reliance in science and technology, we have compiled Xi Jinping’s relevant statements into this current volume.

This volume includes a total of 50 articles by Xi Jinping on self-reliance in science and technology, some of which are being published here for the first time.
