To do a good job of governing the country, we must first do a good job of governing the CPC, and that means governing it strictly, adhering to laws and regulations.

Since the 18th CPC National Congress, the CPC Central Committee, with General Secretary Xi Jinping at its core, has steadfastly maintained full and rigorous Party self-governance based on rules as it implements the national rejuvenation strategy within a wider context of the once-in-a-century changes taking place in the world. It has coordinated the advancement of law-based government administration with institution-based and rule-based Party self-governance, strictly implemented the Party Constitution, and developed intra-Party regulations and systems in alignment with the broader context of Party and national work. This approach has led to a complete system of intra-Party regulations. The intensity of implementing these regulations and the significant results achieved are unprecedented, and efforts to strengthen the Party have become notably more scientific, systematic, and standardized.

The series of important statements on rule-based Party self-governance delivered by Xi Jinping are lofty in intent, rich in connotation, and profound in thought. They hold great significance for enhancing our consciousness and resolve in promoting rule-based Party self-governance, and for better harnessing the significant role of intra-Party regulations in safeguarding the centralized, unified leadership of the CPC Central Committee, ensuring the Party’s long-term governance and the country’s enduring stability, advancing the great new project of strengthening the Party, implementing full and rigorous Party self-governance, ensuring that the Party remains a robust leading core in the historical process of upholding and developing socialism with Chinese characteristics. These statements also provide a strong political guarantee for the building a modern socialist country in all respects and the comprehensive advancement of national rejuvenation.

To assist officials and the public in studying, understanding, and mastering Xi Jinping’s important statements, we have compiled this current volume.

The content of this volume is excerpted from over 180 key documents, including reports, speeches, articles, instructions, and directives by Xi Jinping from November 15, 2012, to June 17, 2022. It is divided into ten topics, totaling 400 statements, some of which are being published here for the first time.
