The political report of the 19th CPC National Congress emphasized that, “We should ensure both development and security and be ever ready to protect against potential dangers in time of peace. This is a major principle underlying the Party’s governance.”

The series of vital statements by Xi Jinping surrounding a holistic approach to national security are visionary, rich in content, and profound in thought, raising our Party’s understanding of national security to new heights. These statements serve as a robust intellectual weapon for guiding national security work in the New Era and hold immense significance for pursuing a holistic approach to national security in the New Era, steadfastly keeping to the path of national security with Chinese characteristics, improving the national security system and mechanism, enhancing our national security capability, effectively safeguarding national security, achieving the Two Centenary Goals, and realizing the Chinese Dream of National Rejuvenation.

To implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the guiding principles from the 19th CPC National Congress, and to assist officials and the public in systematically studying, understanding, and mastering Xi Jinping’s important statements on a holistic approach to national security, we have compiled this current volume.

The content of this volume, drawn from over 180 important documents including speeches, reports, conversations, instructions, directives, and congratulatory messages by Xi Jinping from November 15, 2012, to March 20, 2018, is organized into four topics, comprising a total of 450 statements.
