Nature constitutes the essential foundation for human survival and sustainable development. Since the 18th National Congress of the CPC, the CPC Central Committee, with General Secretary Xi Jinping at its core, has approached development from a strategic perspective—emphasizing the imperative of achieving harmony between humanity and nature. The Party has consistently upheld and reinforced its overall leadership over natural resource governance, improved institutional mechanisms for resource management, and prioritized the carrying capacity of natural resources and the environment as both a fundamental prerequisite and a strategic pillar for national development.
In this context, the Central Committee has implemented the functional zoning strategy, refined the spatial planning framework for developing and protecting territorial space, and promoted the integrated conservation and systematic management of mountains, waters, forests, fields, grasslands, and deserts. Furthermore, a comprehensive nature reserve system centered on national parks has been established. These initiatives have fostered a spatial configuration, industrial structure, modes of production, and lifestyles that are conducive to resource conservation and environmental sustainability, thereby laying a solid foundation for the long-term wellbeing and sustainable development of the Chinese nation.
General Secretary Xi Jinping has articulated a series of insightful and profound discourses on natural resource work. These statements offer critical guidance for aligning economic and social development with environmental and resource constraints on the new journey in the New Era and along China's new development path. They provide theoretical and strategic direction for improving the property rights system and administrative framework governing natural resource assets, advancing high-quality development through high-standard environmental protection, and promoting Chinese modernization characterized by ecological harmony.
To support the study, dissemination, and practical application of General Secretary Xi Jinping's important thoughts on natural resource governance among Party members, officials, and the general public, this volume—Xi Jinping on Natural Resource Work—has been compiled.
The book features 286 carefully selected excerpts from over 150 key documents, including reports, speeches, instructions, congratulatory letters, and other writings by General Secretary Xi Jinping, dated from December 2012 to October 2024. The content is thematically organized into eight chapters, some of which include materials being published for the first time.
