Energy security holds fundamental importance for a nation's overall economic and social development. Since the 18th National Congress of the CPC, the CPC Central Committee with General Secretary Xi Jinping at its core has, from a strategic perspective on national development and security, charted a course in line with the prevailing trends in the energy sector. It has articulated a new energy security strategy and promoted a broad-based energy revolution encompassing transformations in energy consumption, supply, technology, and institutional frameworks. Simultaneously, it has actively pursued extensive international cooperation in the energy sector.
These strategic initiatives have significantly advanced the development of a new energy system in China, strengthened the foundations of national energy security, and provided robust support for economic and social progress. Furthermore, they have contributed Chinese insights and capacity to global efforts aimed at enhancing energy security and transforming energy systems.
General Secretary Xi Jinping has delivered a series of pivotal discourses on national energy security that are visionary, intellectually profound, and rich in content. These discourses are of great significance for coordinating the development of new energy resources and safeguarding national energy security in the New Era. They serve as essential guidance for deepening the energy revolution, accelerating the building up of China's strength in energy, and ensuring a secure, stable, and sustainable energy supply to support Chinese modernization.
To promote the study, understanding, and practical application of these important ideas among CPC officials and the general public, we present Xi Jinping on National Energy Security.
This volume features 217 excerpts drawn from over 130 key documents, including reports, speeches, addresses, talks, congratulatory letters, replies, directives, and written comments delivered or issued by General Secretary Xi Jinping between November 2012 and May 2024. The content is organized into eight thematic sections. A number of these discourses are being published for the first time.
