Editor's Note

Strengthening discipline represents a foundational strategy for ensuring full and rigorous self-governance of the CPC. Since the 18th National Congress of the CPC, the Party Central Committee—with General Secretary Xi Jinping at its core—has remained steadfast in advancing the full and rigorous governance of the Party. Discipline has been elevated to a central component of the overall Party-building framework, with particular emphasis on political and organizational discipline. This focus has driven the comprehensive, consistent, and intensified enforcement of all forms of Party discipline.

By upholding the principle that Party discipline is stricter than the law, and by promoting the integrated enforcement of discipline and law, the Party has deepened the application of the disciplinary measures for conducting four forms of oversight over discipline compliance. As a result, Party discipline and rules have become more clearly defined, rigorously applied, and widely respected—effectively reversing the previous condition of lax and lenient intra-Party governance.

General Secretary Xi  Jinping has delivered a series of significant and far-reaching discourses on comprehensively strengthening Party discipline. These discourses are characterized by strategic vision, theoretical depth, and practical guidance. They play an essential role in advancing the disciplinary system by embedding strict standards across the full process of rule formulation, discipline education, and enforcement. They serve as a guide for Party members and officials to study, understand, internalize, and uphold Party discipline, complying with rules in thinking, action and political principles. This, in turn, ensures ideological unity, organizational cohesion, and coordinated action across the Party.

To support Party members and officials in the comprehensive and systematic study, understanding, and application of these important discourses, this volume—Xi Jinping on Strengthening Party Discipline—has been compiled.

This collection comprises selected passages from more than 130 key documents—including speeches, reports, explanations, articles, and directives—delivered by General Secretary Xi Jinping between November 2012 and April 2024. The content is organized into ten thematic chapters, with a total of 329 excerpts. Several of these discourses are being made publicly available for the first time.
