The CPC has consistently prioritized the development of talent. It has actively united, supported, guided, and empowered individuals from all sectors to contribute meaningfully to the cause of the Party and the people. Since the 18th National Congress of the CPC, the Central Committee, with General Secretary Xi Jinping at its core, has emphasized that science and technology constitute a primary productive force, talent is a primary resource, and innovation is a primary driving force. Under this guidance, the Party has comprehensively reinforced its leadership over talent-related work, established the strategic importance of talent-driven development, and led the realization of historic achievements and transformative changes in the field of talent development in the New Era.
In a series of major discourses, General Secretary Xi Jinping has presented profound and comprehensive insights into talent work. These discourses provide both theoretical foundations and practical guidance in addressing three fundamental questions: Why must we build a talent-strong country? What defines such a nation? And how can this vision be attained? These insights are of great significance for fully implementing the new concepts, strategies, and measures for talent work in the New Era. They also underpin the strategic initiative of strengthening the nation through talent and accelerating the building of China as a global hub for talent and innovation. This will provide robust human capital support for advancing Chinese modernization and realizing the rejuvenation of the Chinese nation.
To facilitate the study and understanding of General Secretary Xi Jinping's key discourses on talent work among Party members, officials, and the general public, we have compiled Xi Jinping on Talent Work.
This volume draws from more than 110 important documents authored by General Secretary Xi Jinping between December 2012 and March 2024, including reports, speeches, directives, instructions, congratulatory letters, and replies. The selected excerpts—248 in total—are organized into seven thematic sections. Several of these discourses are being published for the first time.
