It states, “Good neighborhood diplomacy is needed if we are to realize the Two Centenary Goals, and the Chinese Dream of national rejuvenation. We need to bring greater drive to and do more in promoting diplomacy with neighboring countries, striving to secure a positive regional environment for China’s development, making China’s own development more beneficial to our neighboring countries, and achieving common development. China’s basic policy on neighborhood diplomacy is to treat neighbors as friends and partners, to commit to showing them amity, ensuring security, and supporting their development, and to stress an approach that reflects amity, sincerity, mutual benefit, and inclusiveness. We need to be committed to the right approach to justice and the pursuit of interests, be principled, cherish friendship, and stress morality and justness, and offer any assistance within our means to developing countries.”
