The contract negotiations for the Sino-Japanese Treaty of Peace and Friendship underwent three stages-preparatory negotiations,resumption of contract negotiations after a period of suspension,and formal contract negotiations,The disagreements during the negotiations focused on the anti-hegemony clauses. Such disagreements reflected the different views in China and Japan of the East Asian order. On the basis of setting up major enemy country,China aimed to bring Japan into the international anti-hegemony united front;Japan adhered to the basic foreign policy in Japan-US relations as the "base axis,”and adopted the Japanese and Soviet strategies of “Japan-China is Japan-China,and Japan-Soviet Union is Japan-Soviet Union" and they developed friendly and cooperative relations with China,attaching great importance to practical exchanges. The current strategic suspicions in Sino-Japanese relations lies in the lack of institutional arrangements for security issues.
